Delimitation of the Uttarakhand legislative assembly constituencies or seats: formulae, some issues and its current status and effect in the polls 2012

Delimitation (parisiman) in simple terms helps in division of the number of seat in any state for the elections. It is currently based on the population of an area. Generally more is the population more would be the seats in that area or state. So for example a bigger and more populated Uttar Pradesh has 403 seats for state assembly elections while Uttarakhand has 70.
First Delimitation in India was done in 1951 then in 1962, 1976 and 2006.

First delimitation in Uttarakhand- after the formation of the state on 5 November, 2001according to census of 1971.

Second delimitation- according to the delimitation act 2002 tabled by the then Law Minister Arun Jaitley, new delimitation was done on 26 December, 2006 under the chairmanship of retired Judge Kuldeep Singh. This was purely based on the population census of 2001 without including the area factor in the process.

Next delimitation- in 2026

Total assembly seats in Uttarakhand- 70
Total seats in the plains of Uttarakhand- 36 earlier they were 30 seats.
Total seats in the hills of Uttarakhand- 34 earlier they were 40 seats.

Effect of the code of conduct-
1- Those developmental works, constructions etc. which have been already initiated will go on. But the works which are yet to be initiated cannot proceed further till the elections are over.

2- The election codes don’t affect the promotions, increment etc. of the employees.

3- The recruitment process initiated by any commission or any constitutional body will not be affected by it. But the process of recruitment under the protégé of government departments will be stayed till the completion of the process of the polls.

Teachers in various grades (lecturers, LT) are being recruited in the various government aided schools (schools that are provided the government grant-in-aid and but are managed by private or charitable management committees). Teachers appointed there are given full government scale of pay and are non transferable posts.

There are number of posts vacant in various schools.
But the irony is that you may not find all of them in the daily newspapers. Perhaps most of them are being advertised in the local news sections of the newspapers.

But we thought that we will try to give you the necessary details of those posts.

Selection procedure- it will be based on the academic merit, experience and the interview taken by the management committee of that school. The District Education Office (DEO) of various districts will prepare the academic merit of all the applying candidates then they will send the whole merit list to the respective schools. After that the school will call the best or top 7 candidate for the interview. And as far as our information the interview will be of 25 marks but the process is that the school will have to file an affidavit in case they allot less than 9 marks or more than 18 marks to any candidate (however please clarify this from the schools and the DEOs of your districts). Well this may ensure fair selection to some extent. But this also entails that only candidates with high merit stand better chances of selection than others.

Note- generally candidate will have to ensure that the completely filled form reaches up to the DEO where he/she is applying, within 21 days from the date of advertisement.

How to apply- Generally candidate will have to apply through respective DEOs. You will get the form from DEOs by paying INR 100 (as the case may be) in form of postal orders or nationalized bank draft (as the case may be) in favor of the respective DEOs.

Better to personally contact the DEOs for more details. However, various contact numbers of the DEOs are there in this article

Also they may provide you (or you can get it computer generated by yourself) an experience certificate Performa that you have to submit with the filled form along with the attested photocopies of your other documents to the DEOs.

Important- As per Dehradun DEO, 2 marks for one year experience in any school is given to the candidate. So it is important form. Further remember that the experience certificate will also be countersigned by the District Education Officer. So you will have to fill it then get it signed by your Principal and then by the DEO.

There were number of teaching posts in an aided school of Bhadrabad, Haridwar. As earlier we informed about it to one of our visitor through reply of her comment. But probably the last date for it is gone now. You should check it.

And the most disturbing factor is- we peoples are there to support them and flock them to just have their glimpse, in spite of their good and bad deeds. Isn’t it?

We don’t judge them from multiple angles and in broader perspective.
General public is also divided into small groups for their small mostly petty interests and that also impede any revolutionary change.
Peoples also don’t take much interest in pursuing any matter (well you will find common men gossiping about them) unless and until they have their own deep interest in it or it is directly affecting them. All say “leave it Yaar”

Minorities in India will get 4.5% reservation under the current 27% reservation for OBC from January, 2012, changes in the reservation policies for Other Backward Classes (OBC)


Under the chairmanship of Prime Minister Manmohan Singh, union cabinet has approved 4.5% sub quota for the minorities under the 27% reservation quota for the Other Backward Classes (OBC) category.
However this has been seen as the kind of political strategy by the Congress Party just before the coming elections in the five states, especially UP where there is substantial portion of Muslim voters exist.

Following are some points regarding the new reservation system:

1-Muslims would be the main beneficiary of this sub-quota reservation.

2-Sikhs and Buddhist (minority groups) have many lower castes in their sect but most of them are already reaping the benefit of reservation under Schedule Caste (SC) category.

3-Jiainis don’t have lower castes.

4- Similarly Christians also don’t have OBC’s. Further peoples of other religion embracing Christianity are already getting the benefit of reservation pie under the Scheduled Tribes (ST) category.

5- Benefit of this system will accrue to the peoples whose income is under 4 lakh.

17th March, 2013-After Group 28 written exam now candidates are called for type/steno test as follow check the list of roll numbers and the dates of the tests from 8th to 20th April 2013 at Dehradun. Selection procedure and exam pattern-
Written test be multiple choice type with negative marking (0.25%) and duration is 2 hours as before.
Group-28: 100 marks paper

Note- on bases of requirement in some post there will be 50 marks for the type/steno test (which will be of qualifying nature only)


Group-30: 100 marks (25 marks for written test containing general knowledge and basic knowledge of driving of 1hour duration and 75 marks for driving test)

Important- general/OBC candidates must get 45% marks and SC/ST candidates have to secure minimum 35% marks to qualify the respective written tests. But this is not for the phase-1 of Samuh-g exam going on right now

And in case of clash of the marks, candidates with higher marks in written exam will be preferred and in case of clash of written marks too, candidate with higher age will be above in the merit.
Candidate must be registered with the employment exchange of Uttarakhand.

Availability of OMR application forms- 25th of December, 2011 to 15th February, 2012 from designated post offices of the state.

January 10, 2012- High Court Nainital is closed for winter vacation and next hearing on this issue is on February, 21 

January 5, 2012- High Court Nainital has now fixed January 10 as new hearing date. According to our information the government counsel has been asked to produce affidavit regarding:
1- That BTC candidates will have their seats reserved for them in this recruitment process. So it is kind of surety for them. However as far as we can remember, there were total of around 4000+ seats to be filled with BTC plus Vishist BTC plus others. Out of them 2253 are for VBTC and rest for others including BTC. As we could observe from the comments below that peoples were divided in their opinion. But now things would get smoothened with the affidavit by the government. And if the process moves in this direction, it will be win-win situation for all.

2- That there will be no Vishist BTC recruitment after this recruitment. And this is known to all.
Court has also given some advisory to the government. If need be we would present them through the next article as this has already gone too long.

December 30, 2011- High Court has fixed 5th January, 2012 for further hearing on this issue. Bad thing about this is that now matter may be stretched further. But good thing about this issue is that because the process has been stayed by the court, so no need to fear regarding 1st January as the date of expiring of the Vishist BTC process.

And you can have your mark sheets of UTET-1 from the DIET of your domicile districts.
May be the Ramnagar Board has been short of money to send the score cards at your home address.

December 24, 2011- High Court Nainital has stayed the further proceedings in this process. But Issue seems more of stalling the recruitment process due to vested interests rather than serious one so hope to get through it.

Candidates must have cleared Uttarakhand TET-1 or the Central Teacher Eligibility Test (CTET) for class 1-5.
Candidates will apply for his/her district of domicile only.

Age limit - 18 years to 40 years (as on 1st July, 2011).

5 years age relaxation for SC/ST/OBC
10 years of relaxation in age for physically handicapped persons.
There will also be age relaxation for the Ex-service men.
However age should not be more than 50 years in any case.

How to apply-
Fill the application form in A-4 size paper as given in the format. And attach self attested necessary documents (mark sheets, domicile certificates, degree etc.) along with the mark sheet of the Uttarakhand TET-1. (You may have to download the provisional one from the site, link for which is there in previous articles).

Whatever documents and whatever candidate are claiming here in the application form and the declaration form will be full and final. And candidate cannot put forward any claim or eligibility criteria during the counseling. So be careful while filling the form and the documents you attach with the form.

Candidates have to execute a non-judicial stamp (INR 10) through Notary along with photograph to ascertain the authenticity of the documents produced and the claims he/she has made in the application and declaration forms.

Fees- no fees for physically handicapped, INR 500 for General and INR 250 for others through crossed nationalized bank draft in favor of respective   “principal, District Institutes of Education and Training (DIET)” for the district candidate have applied.

Last date and place to send the form- completely filled form must reach the respective “principals, DIET” of your domicile districts by 25th of December, 2011 through registered post/speed post

Counseling place, dates and procedure- it will be completed by 30th December, 2011 at respective DIETs under the guidance of DEO. And by 1st January, 2012 the selected candidates will be allotted the schools.

Note- merit of the candidates will be prepared according to:
1-Year of teacher training (B.Ed, D.Ed. etc.)
2-And the total marks according to the following formulae-

High school marks X 0.75

Intermediate marks X 1.5
10

Graduation marks X 2.25
10

Teacher training theory X 3

Teacher training practical X 1.5

UTET-1 or TET marks X 1

Important- In case of clash of eligibility of two candidates with same year of teacher training and equal marks, preference would be given to the older candidate.

There will be 50-50 ratio for the science and Non- science candidates against the vacancies in the respective DIETs.

In case DIET of particular district cannot fill the vacancies according to the above mentioned criteria them candidates of other district (state counseling)  will be selected for that district and he/she will then be appointed in the school of that district only irrespective of from where candidate have applied. And this process will be supervised by the SCERT Narendranaga, Tehri Garhwal and it will publish the amended list on 1st January, 2011.

There will be 25% waiting list.

There will be verification of documents at the DIETs. Candidate will have to produce the Identity proof at time of the verification of documents.
And there is provision of FIR being lodged, and ouster from the process in case of any forgery or false information.

Stipend and salary- INR 7500 will be given during the 6 month special training (that is why it is Vishist BTC) at DIET and on appointment in primary schools they will be eligible for full salary according to the government norms.

Note- candidates will be first appointed in the schools and then later on in the batch wise manner would be sent to the DIETs for the required BTC training.

Uttarakhand police sanchar vibhag: RSO/RMO, group-c or Samuh-g recruitment 2011-12

Uttarakhand police require candidates from state of Uttarakhand (registered in the employment exchange) for the following posts:
1- Radio Anurakshan Adhikari or Radio Maintenance Officer (RMO) - 12posts
2- Radio Kendra Ahikari or Radio Station Officer (RSO)-17 posts
3- Sahayak parichalak- 67 posts

Candidate can apply for more than one post but in separate manner

Age limit- 20-28 years for post number 1 and 2 and
18-22years for post number 3 as on 01-07-2011.

Fees- Treasury challan of INR 100 for general/others and INR 25 for SC/ST (for post number 1and 2 above).
Treasury challan of INR 60 for general/others and INR 15 for SC/ST (for post number 3).

Selection procedure- An objective type written test (with 25% of negative marking) followed by the physical test.

Written test will contain:
1-General knowledge- 40marks
2-Reasoning- 20 marks
3-General Science- 30 marks (it will be of high school level for sahayak parichalak and B.Sc. level for the other two posts).

Note- candidate will have to execute a bond for regular service of minimum 5 years in case of selection for the appointment. And candidate will get stipend during the training period.
Important- candidate has to submit the filled application by hand (no registered or speed post) form along with the filled format given in Annexure-a or anulagnak-k (given in the last of the advertisement detail) by 4th of January, 2011 in superintendent of police office of any district of the state.

Vishist BTC or special BTC in Uttarakhand, UTET-1:2011- latest News, New Uttarakhand Teacher Eligibility Test, TET-2 or UTET-2? Will you have to appear again for another UTET?

Update of December 15, 2011- finally after a long wait 2200+ Vishist BTC vacancy notification is out. Last date is December 25. And it is year wise along with UTET-1 merit.

Update of 13th December, 2011- according to official notice yesterday candidates with correspondence BTC are now being appointed on contract basis. But court has stayed it again.
And for the UTET-1 qualified candidates there is no good news. One newspaper claimed that government lacks financial resources for the meager 2200 posts of Vishist BTC and want to stretch the matter till next legislative assembly is formed.
Another claimed that government planning to fill 1600 posts.
And in light of the topsy-turvy news UTET-1 peoples are converging near directorate of education, Dehradun today. Their numbers are given below.



Update of 6th December, 2011- Perhaps one of the irresponsible, opportunistic and may be immature statement of our Minister of Education as quoted by various newspapers claimed:
Within three days new UTET exam notification will be released along with some other election type announcements like appointment of physical education Teachers, computer teachers etc. Moreover he seemed to hell bound to appease Rudraprayag persons for the time being without giving a thought to the meaning and implications of the words he uttered. However his statement has many versions available in different newspapers. For example one newspaper said it to be TET-2.
As generally happens with politicians, there was no clear cut message for anyone (those who cleared UTET or not cleared UTET or any other unemployed educated youth). Only clear message was that the matter is going to be complicated further or delayed further and which is not new thing for them.

And obviously, this whole mess up further confused the youth of the state and increased their anxiety.
We don’t know what has compelled the Honorable Minister to come out with this statement and at this moment when everything seemed to be getting streamlined.

Perhaps some known, close persons could not qualify UTET or there might be other vested interest.
There could be chances that some of among us are willingly and knowingly trying to get the process delayed by various means. Hope this may not be the case.

Moreover those in power are just aware of the tricks to exploit the scattered interests of the peoples. And as far as the interest and demands of the peoples are concerned they are numerous and more often clashing with each other.

5 peoples have some interest, 5 peoples have just opposite of that. 100 have some demands but within them 70 think differently and so on. There is lack of collectivism for the common goal. There need to be sacrifice of at least some of the petty interest at the right time for the bigger achievements. Isn’t that true?

Any way some of the UTET candidates are now vigorously demanding the quick notification of 2200 Vishist BTC posts (and also the increase in the number of posts up to 8000) within day or two as 23rd December may see the election code of conduct coming into force.
Probably they should have taken other issues like LT waiting List etc. with them to get the support of more peoples.
The future of 11000+ candidates may be in doldrums.

And the youths are getting frustrated with such kind of statements by the politicians and the bureaucrats every single day.
So some of them are now sitting on “dharna” near the Vidhan Sabha Bhavan, Dehradun. They are planning to rope in more peoples and meet various authorities to press for their legitimate demand. They have also sent necessary FAX to some concerned authorities.
