HNB Garhwal University, a central University is calling eligible candidates for the admission in the various courses for the session 2013-14 onwards.

Garhwal University is going to conduct the entrance exam for the admission to the following academic programmes.

Post graduate courses i.e. M.A/M.Sc/M.Com/LLM/M.Pharma/MCA/MSW in various subjects in Schools of Sciences, Life Sciences, Earth Sciences, Humanities and Social Sciences, Engineering & Technology, Arts, Communication and Languages, Education , Law, Agriculture and Allied Sciences, Commerce

P.G. Diploma Programme (2 Semesters) Advanced Environmental Economics, Company Administration, Business Administration, Journalism & Mass Communication, Tourism and Elementary Hoteliering, Yogic Science, Human Rights & Value Education.

Bachelor Degree Bachelor of Hotel Management (3 years /6 Semesters), B. Pharma (4 years), BPEd. (1 year), B.Lib. (1 year); LLB (6 Semesters), B.Tech. (Lateral Entry), B.Pharma. (Lateral Entry).

M.Phil in English; Environmental Plant Biology.

PhD in various subjects in School of Sciences, Life Sciences; Earth Sciences; Humanities & Social Sciences; Arts, Communication and Languages; Education; Agriculture and Allied Sciences; Commerce; Management (NET/SLET/UGC Teacher Fellow and M.Phil. of this University are exempted from entrance test; but they have to apply on prescribed form before due date).

Admission based on Merit of All India Tests: (Candidates under this category are also required to fill up the prescribed application form before the due date): MBA and MBA (Tourism) based on valid MAT/CMAT Score 2013, B.Tech. Ist Year (Instrumentation Engineering, Electronics & Communication, Computer Science & Engineering, Mechanical Engineering, and Information Technology) based on JEE (Main) - 2013 Score, MSc Biotechnology based on JNU DBT-CET 2013.

Note- A candidate can appear in Entrance Test for P.G. programme in three subjects. Candidates applying for more than one PG programmes need to apply separately in application form along with the prescribed fee

Centers for Entrance exam: Dehradun, Pauri, Srinagar (Garhwal) Tehri and New Delhi (only for M.Phil and PhD Programmes)

Application Fee can be paid through direct deposit through challan form or DD in favor of Finance Officer Garhwal University: INR. 500/-(Rs 250/-for SC/ST/PH) for M.Phil/PhD/MBA/MBA (Tourism) /B.Tech.

For other programmes Rs 250/- (Rs 150/-for SC/ST/PH). Add Rs. 50, if application form is requested by post.

As many of our visitor were asking about the dates of exams of BA/MA/BCom/MCom etc. exam of the state government University – Sri Dev Suman University, Badsahithaul.

Here we are presenting what we could gather from different sources.

Though their official website is not working till now and that is why most of the students are in a difficult situation.

However, as per the report they can have their admit card from the centers of the exams from 25^th of April. The exam centers are mostly those centers where you have applied for or from where you have filled your Private exam forms of Sri Dev Suman University.

You are also advice to go to your center and ask them about the date sheets. Perhaps they might provide you the date sheets of each subject (BA English, MA Hindi, etc.) exam separately.

BA 1^st year is going to start on 7^th May, and MA/MCom will start from 10^th May other subjects will start bit later.

Further you need not to panic too much as thousand of candidates are going to appear in the exam and the University is new one. So things will not be that smooth.

Perhaps most of the informed visitors including us would have suggested you that- “no”

But please think again. Today’s news might have given everyone a headache. Now it is already 25^th and even you cannot apply for CTET-II (an equivalent option for any TET-II).

Oh! Most of our friend might have reacted in the same manner. A quick recall at our previous article New LT grade teacher and Lecturer recruitment 2012-13 suggest that around 3000+ vacancies of LT teachers are to be fulfilled in Uttarakhand

A news in a leading Hindi Daily newspaper declared that the new LT recruitment will require candidates must qualify Teacher Eligibility Test TET-II (for 6 to 8).

This rule is being thought upon by the central government and will most probably be implemented for sure. The officials at the Education department have also confirmed getting a letter in this regard (as said by the newspaper). Now they have to further change the rules and regulations for the direct LT recruitment exam

Earlier there had been talk of change of the exam pattern but this new change might be a more disheartening for most of the aspirants of the government teacher jobs in Uttarakhand. Ultimately initiation of the LT recruitment process may be further delayed. Election of the Lok Sabha is due in 2014. Such events raise the great the hope of common man that politicians will try to woo the unemployed in our so called distorted form of “Democracy”.

As the whim and fancies of the bureaucrats and politicians have always upper hand in our kind of ‘Democracy’.

Anyway what are the options now for benefit of many educated trained candidates?

Believe me even when someone asked us whether he/she should apply for CTET/UTET we were always suggesting them to be on a safer side and apply for it. As far as this new news is concerned, it was going to happen someday (a fear was always in our mind) and it happened.

UTET-2013 date of exam is yet to be declared (please see the other article for this news of UTET-I, II 2013). Hope state government will further give chance to apply for the UTET-II-2013. They can also take one time relaxation from this rule. But now it all depends upon the pressure that is made by the influential groups and the thinking and judgment of the policy makers.

There is no denying of the fact that future of many youths would be at stake.

UGC has come out with the notification for the National Eligibility Test (NET) on 30^th of June 2013.

New schedule for the application of the UGC NET June 2013 exam is as follow:

Date for Applying Online & generation of filled Bank Challan for Fee. 3^rd May

Date of submission of Fee through online generated Bank Challan, at any branch of State Bank of India (SBI). 6^th May

Last date of taking printout of Application Form, Attendance Slip and Admit Card: 9^th May

Date for receiving the printout of online Application Form (one copy) and Attendance Slip (one copy) at the respective Coordinating University opted by the candidate (with fee receipt & category certificate(s): 13^th May, 2013

How to apply:

Fill the online form then take print of challan and submit the fees in SBI branch. Come to the website again after two days and fill the entries of the receipt of the fees in the website and generate the application form with the attendance sheet and the admit card.

Send the application form to University.

Paste a photo on the admit card and get it attested by Gazetted officer.

Note- you have to send following things to the concerned university not UGC office:

1- One copy of application form

2- One copy of attendance sheet

3- One challan copy

4- Caste certificate (if any)

5- Age proof (if you are claiming it)

Doon University (75) and Kumaun University (76) are also center of exam.

Uttarakhand Technical University, A State Technical University located in Dehradun, is going to conduct the entrance exam for admission in professional courses under various colleges of Uttarakhand affiliated to UTU, Dehradun for the session 2013-14.

Courses and the seats available:

1- MCA

2- B.Pharma

3- B.Pharma IInd year (lateral entry)

4- B. Tech IInd year (lateral entry); seats depends upon the second year admissions

5- Bachelor of Hotel Management and Catering Technology (BHMCT) 1^st year

Entrance Exam information brochure and application fees: 1040 (General/OBC) and 540 (SC/ST). You can also download the form from the website and then send it with the Demand draft of amount 1000 or 500 for respective categories.

Availability of the application forms: Starts on 10^th April, 2013 from the designated post offices of the Uttarakhand, and main post office of Delhi.

Last date of submission: 15^th May, 2013.

Exam date: 24^th May, 2013

Amended rules/policy of getting SC/ST/OBC caste certificate and domicile certificate in Uttarakhand

To avoid the contempt of court and to avail the benefit in the coming local body elections Uttarakhand state government in a major decision with long term impact has modified the criteria of obtaining a domicile certificate (Sthayi Niwas Praman Patra) and caste certificate. Now it will be easy for the Schedule Caste (SC), Schedule Tribes (ST) and Other Backward Classes (OBC) candidates to secure a caste certificate in Uttarakhand.

These are the important and crucial documents with regard to government jobs, force/army recruitments, admissions in institutions, reservation and availing the benefits of various schemes of the government.

Major points of the new policy related to caste certificate and domicile certificate are as follow:

• The cutoff date for the considering a domiciled resident of state is now 1985 not 1950. So if you are residing in Uttarakhand from 1985 then you will be considered “Sthayi Niwasi” of the state and can also get your caste certificate (Jati Praman Patra) in Uttarakhand.

• Those living in the state on the date of formation of the state (9^th November, 2000) are now considered domiciled (“Sthayi Niwasi”) in Uttarakhand.

• This has reduced the importance of permanent resident certificate (Mul Niwas Praman Patra)

• High Court considers “Mul Niwas Praman Patra” and “Sthayi Niwas Praman Patra” as equivalent.

• It is not necessary that you must have “Mul Niwas Praman Patra” and/or “Sthayi Niwas Praman Patra” to get the caste certificate

• For getting the caste certificate the person will have to submit an affidavit mentioning that he/she has not obtained and will not obtain any caste certificate from other state.

• Which caste person can get the caste certificate?
• Or which caste can get the benefit of this amendment?

• Ans:-Those Schedule Castes mentioned in the schedule-5 and those Schedule Tribes mentioned in the schedule-6 of the Uttar Pradesh Reorganization Act 2000.

• To get OBC certificate the concerned caste must fall in the list of OBCs mentioned in the UP Public Service Act and its GOs of on/after 24^th March 1994 (UP Lok Seva Adhinium 1994)

• This will further increase the number of candidates who would like to get the benefit of reservation for handful of government jobs. So embrace for further competition.

• Lastly the matter is said to be still pending with the High court’s double bench. These steps have been taken on basis of the single bench judgment and certain committee recommendations. So wait for the final verdict.
