Graduates and TET qualified can become teachers?

So the present central government is going to amend something with long range impact. Present central government and unfortunately the present state government’s decision, leadership and style of functioning are mostly awkward, irresponsible, and opportunistic. And myopic, short term goals with divide and rule kind of any policy that has the potential to go from worse to worst

The above declaration may seem harsh but if you had been tapping news and views of thinkers and if for you the beloved country is more important than any political party or person then you would definitely understand. We are failing and being humiliated in any front whether it is international or national but even then we cannot do anything. Phew!

Apart from the above frustration, news is that according to Ministry of Human Resource and Development (MHRD), Union government future plan, if you are plane graduate and can qualify Teacher Eligibility Test (TET) whether UTET/CTET/TET then you will be eligible to become a teacher for up to 8^th Class. Until now you have to go through the teacher training (Bed/ BlEd/ BTC/JBT etc.) program to become a school teacher. Mind you this is just a proposal till now.

As per the report some 13 states including Uttarakhand are reeling under the shortage of teachers. Further the shortage is compounded by the number of pass outs of the CTET or TET. The qualifying percentages are too low.

One of the reasons that bring up this new is the compulsion of Right To Education (RTE) which among other things envisages minimum number of teacher requirement.

I still don’t know how to react to this news. On one side it is good news for aspiring perhaps talented graduates and on other side lots of those who are already graduates and post graduates with teacher training (already spend money and precious time) and TET pass outs.

Take case of Uttarakhand. Here around 15000+ are eligible candidates with UTET and still looking for govt. teacher jobs. And while official record points to lot of vacant post of teachers in the government schools. 2253 primary teachers post are sill to be filled through Vishist BTC. Today’s news says that yesterday they resorted to procession and might do other such things for appointment.

Needless to say that there should be proper thinking rather than take to benefit by playing with the aspiration of all and then giving nothing to anyone. Some of our policy makers are expert in this game and other are going smarter day by day.

Though, official details are yet to come. Lack of proper planning and mismanagement might just add to the confusion.

1147 Regular BTC and 1300 siksha mitra appointments/recruitment as primary teachers 2012 and the latest news, why there should be exemption from TET?

So we thought that at least these 1300 siksha mitra and  1147 regular BTC candidates (Vishist BTC is different from regular BTC to know more read the earlier information in this site) will get appointment smoothly and there may not be too much or problems or hurdles. That is why we had not taken this issue earlier. But it seems nothing can move straightly nowadays.

Let us remind you that around 1000+ vacant post of primary teachers post are to be filled through the candidates who have undergone BTC training in the DIETs of the state. Some posts are to be filled by the siksha mitras in the state.

VBTC process is almost complete and most of the districts have done their counseling and allotment of the schools (read the previous related articles).

We have seen that DIET of  some districts (Haridwar, Dehradun, Bageshwar etc.) have also advertised for the post vacant in their districts for the candidates who have completed the 2 year BTC training.

But now the process is moving in court not in the actual ground.

Government has passed an order to exempt the regular BTC candidates from TET or CTET. Why they did so is not clear. It was pressure from the few regular BTC persons who have good approach in the higher echelons. Perhaps they were also instrumental in unsuccessfully stalling the process of VBTC for sometime.

Around 1300 Siksha Mitra who have undergone training with the regular BTC are also demanding that they should be exempted from TET for appointment as primary teachers.

So the Nainital High Court has now stalled the process until there is some compromising solution. However those regular BTC candidates who have qualified TET are safe.

And come again for any substantial information on this issue. And please add information to above if you can through comments.

Well it is a different and obvious debatable question why they all should be free from the basic teacher test like UTET or CTET to prove their efficiency and almost same knowledge which they will going to impart to the children?

When B.Ed trained should qualify it, then why not BTC or whoever they are should prove themselves?

Well it is not very difficult to find answer to this ‘why’.

Demand for the exemption from TET: valid or not?

Perhaps one can argue with credibility or TET or its format or pass percent or its necessity altogether in different respects but taking it as it is then, in fact, if one cannot pass TET can he/she is justified as teacher and will he/she be able to do justice with the profession?

It is necessary for a rational evaluation there must be proper views from other angles too so your views are welcome.

Update of 13^th December, 2011- according to official notice yesterday candidates with correspondence BTC are now being appointed on contract basis. But court has stayed it again.

And for the UTET-1 qualified candidates there is no good news. One newspaper claimed that government lacks financial resources for the meager 2200 posts of Vishist BTC and want to stretch the matter till next legislative assembly is formed.

Another claimed that government planning to fill 1600 posts.

And in light of the topsy-turvy news UTET-1 peoples are converging near directorate of education, Dehradun today. Their numbers are given below.

Update of 6^th December, 2011- Perhaps one of the irresponsible, opportunistic and may be immature statement of our Minister of Education as quoted by various newspapers claimed:

Within three days new UTET exam notification will be released along with some other election type announcements like appointment of physical education Teachers, computer teachers etc. Moreover he seemed to hell bound to appease Rudraprayag persons for the time being without giving a thought to the meaning and implications of the words he uttered. However his statement has many versions available in different newspapers. For example one newspaper said it to be TET-2.

As generally happens with politicians, there was no clear cut message for anyone (those who cleared UTET or not cleared UTET or any other unemployed educated youth). Only clear message was that the matter is going to be complicated further or delayed further and which is not new thing for them.

And obviously, this whole mess up further confused the youth of the state and increased their anxiety.

We don’t know what has compelled the Honorable Minister to come out with this statement and at this moment when everything seemed to be getting streamlined.

Perhaps some known, close persons could not qualify UTET or there might be other vested interest.

There could be chances that some of among us are willingly and knowingly trying to get the process delayed by various means. Hope this may not be the case.

Moreover those in power are just aware of the tricks to exploit the scattered interests of the peoples. And as far as the interest and demands of the peoples are concerned they are numerous and more often clashing with each other.

5 peoples have some interest, 5 peoples have just opposite of that. 100 have some demands but within them 70 think differently and so on. There is lack of collectivism for the common goal. There need to be sacrifice of at least some of the petty interest at the right time for the bigger achievements. Isn’t that true?

Any way some of the UTET candidates are now vigorously demanding the quick notification of 2200 Vishist BTC posts (and also the increase in the number of posts up to 8000) within day or two as 23^rd December may see the election code of conduct coming into force.

Probably they should have taken other issues like LT waiting List etc. with them to get the support of more peoples.

The future of 11000+ candidates may be in doldrums.

And the youths are getting frustrated with such kind of statements by the politicians and the bureaucrats every single day.

So some of them are now sitting on “dharna” near the Vidhan Sabha Bhavan, Dehradun. They are planning to rope in more peoples and meet various authorities to press for their legitimate demand. They have also sent necessary FAX to some concerned authorities.

Update of January 21, 2012- as per the notice by the Vidhayalaye Siksha parishad Ramnagar, those candidates who appeared in the exam after getting their admit cards from the Nodal offices or through the exam centers will have to send the photocopy of the OMR application form and the admit card to Parishad office by January, 31.

Update of December 30, 2011- as per the notice by the Vidhayalaye Siksha parishad Ramnagar, mark sheets of the UTET-1 can be taken from the DIET of your domicile district. They should have sent the mark sheet to the home address when candidates have paid them enough amount of money with the form. But we don’t know why they are doing this.

Update of 13^th December, 2011- candidates with 45% (general) and 40% (others) in graduation are eligible for UTET-1 till 31^st of December, 2011. (According to a newspaper report)

However this is not new news as candidates known to us with the above criteria could download their results.

Update of 6^th December, 2011- according to some newspaper reports, Education Minister has ordered to release a new notification for UTET within three days, but it is not clear what he is trying to say in actual. And heart beats of the candidates waiting for Vishist BTC is getting faster with each passing day. And according to latest newspaper report along with the confirmation from our sources High Court has directed government to declare with held or cancelled UTET results of the candidates with less than 50% marks in graduation.

Update as on 23^rd November, 2011- If your result was cancelled or with held, and you fulfill the necessary criteria then you can write an application (do mention your UTET-1 roll number, center of exam etc, in it) along with the attested copies of your documents (mark sheet, caste certificate or whatever you have in support of your eligibility) to:

Secretary, Uttarakhand Vidhalayee Siksha Parishad Ramnagar, Nainital latest by 26^th of November, 2011.

Suggestion- We also suggest you to take the printout of your result as it is and also attach that copy plus the OMR form photocopy of your sent application with the document and ensure quick delivery of the document because time is short. (However this is not mentioned in the official notice).

After a long wait finally the result of UTET-1 is declared but this is just beginning, as this issue has to move one or two crucial steps to be really substantial for the educated youths.

Here are some facts about the result of UTET-2011:

1-Pass percent was 27.5% more than 11000 candidates were successful.

2-Candidates who have passed or are under BTC training in Uttarakhand are included in list of successful candidates.

3-Decision on the eligibility of candidates who have cleared BTC from outer states and those with B.Sc. in agriculture will depend on court’s directive.

4-Well as per the Notice given by the Uttarakhand vidhyalayi siksha parishad, Nainital, they will declare the result of those 900+ candidates (having less than 50% and 45% in graduation) who were allowed to sit in the exam because of the High Court’s directive.

But now question is- what will happen to substantial numbers of candidates who didn’t move to the court and appeared in the exam with the same qualification? As per the notice they are not eligible!

Can anyone explain this ambiguity? And what will be the reaction of those candidates?

5-According to some unconfirmed report DIET’s are ready to accept the new candidates. Now as the result is out, district wise and subject wise merit of the candidates can be prepared. They can be given appointment now and later on the required training. But it all depends upon the government.

6- There are many candidates who will cross the age limit bar (but irony is that many of such candidates known to us are sitting idle and just waiting). And as we have discussed in the previous post that after January 2012 Vishist BTC is closed, we don’t know why they are not taking some proactive approach.

7- There are reports that Election commissioner of India Mr. Kureshi is visiting Uttarakhand on 17-18^th of November and probably dates of election will be declared soon.

So now in light of above mentioned overlapping issues what will happen to those 2200 vacancies of Vshisht BTC. (Also read our previous posts on this issue)

It is the case “right now or never”.
