primary teacher recruitment (Vishist BTC) in Uttarakhand 2016-17

Uttarakhand government is recruiting primary teachers and Urdu teachers -2016

Eligibility- graduation plus NCTE recognized B.Ed. / B.Ed. (special education) or D.Ed. (special education)
Candidates must have cleared Uttarakhand TET-1 or the Central Teacher Eligibility Test (CTET) for class 1-5.
Registration in employment exchange of Uttarakhand

Age limit - 21 years to 42 years (as on 1st July, 2015).

5 years age relaxation for SC/ST/OBC
10 years of relaxation in age for physically handicapped persons.
5 years age relaxation on the age for the dependents of freedom fighter.
However age should not be more than 50 years in any case.

Total number of seats- 653 (including Urdu Teacher)

Number of seats in various districts -
1- Pauri - 24
2- Chamoli - 20
3- Rudraprayag - 40
4- Tehri- 72
5- Uttarkashi- 21
6- Dehradun- 20
7- Haridwar- 180
8- Nainital- 86
9- Almora- 71
10- Bageshwar- 8
11-Champawat- 38
12-Pithoragarh- 28
13- Udhamsinghnagar- 45

Reservation- As applicable to various categories.

How to apply-
Fill the application form in A-4 size paper as given in the format. And attach self attested necessary documents (mark sheets, domicile certificates, degree etc.) along with the mark sheet of the Uttarakhand TET-1. 

Whatever documents and whatever candidate are claiming here in the application form and the declaration form will be full and final. And candidate cannot put forward any claim or eligibility criteria during the counselling. So be careful while filling the form and the documents you attach with the form.

Fees- no fees for physically handicapped, INR 500 for General/OBC and INR 250 for others through crossed nationalized bank draft in favour of respective   “Aper Nideshak, SCERT,Uttarakhand, Dehradun”

Last date and place to send the form- completely filled form must reach the State Council of Educational Research and Training (SCERT) Uttarakhand, Rajiv Gandhi Navodaya Vidyalaya campus Nanurkhera, Dehradun by 5th of March, 2016 through registered post/speed post

Counseling place, dates and procedure- it will be completed by 30th December, 2011 at respective DIETs under the guidance of DEO. And by 1st January, 2012 the selected candidates will be allotted the schools.

Note- merit of the candidates will be prepared according to:
1-Year of teacher training (B.Ed, D.Ed. etc.)
2-And the total marks according to the following formulae-

High school marks X 0.75
10

Intermediate marks X 1.5
10

Graduation marks X 2.25
10

Teacher training theory X 3
10

Teacher training practical X 1.5
10

UTET-1 or TET marks X 1
10

Important- In case of clash of eligibility of two candidates with same year of teacher training and equal marks, preference would be given to the older candidate.

There will be 50-50 ratio for the science and Non- science candidates against the vacancies in the respective DIETs.

In case DIET of particular district cannot fill the vacancies according to the above mentioned criteria them candidates of other district (state counseling)  will be selected for that district and he/she will then be appointed in the school of that district only irrespective of from where candidate have applied. And this process will be supervised by the SCERT Narendranaga, Tehri Garhwal and it will publish the amended list on 1st January, 2011.

There will be 25% waiting list.

There will be verification of documents at the DIETs. Candidate will have to produce the Identity proof at time of the verification of documents.
And there is provision of FIR being lodged, and ouster from the process in case of any forgery or false information.

Note- candidates will be first sent to the DIETs for 6 months training the required BTC training and then will be appointed in a school.

 One good news for the unemployed BEd and TET passed candidate is there. After declaring the VBTC waiting list 2014-15, government most probably will come out with the notification of the fresh recruitment  of primary teachers through the Vishist BTC in the coming days and perhaps before 31 March 2016. As after that it will not be valid due to the NCTE new regulations.  Some retirements and the backlogs will make up the total post upto or nearby 1100.
So those who have missed the earlier recruitment through VBTC in 2014 by small margins will have good chances.
However, due to state counseling there no fixed year as cut-off for the VBTC process for the different districts.  And you can see the cut-offs of VBTC of  different subjects in the previous posts in this website.

There is news that waitng list of the primary teacher recruitment in the government primary schools of uttarakhand through Vishist BTC  will be declared soon.
Just to recall you that these posts are those added to the 2794 primary teacher recruitment process of 2014-15. (check the previous posts for more details)

You might be knowing that after after 31 march 2016 there will be no recruitment of primary teachers through VBTC mode. You can see the details of this in our previous posts.

Though government could have gone for one more recruitment process in the meantime but they are never in hurry in such matter of importance. Perhaps no one pressurised them to do so.

Most of the pressurising lobby might be thinking that "posts kaha h" (which may be partly correct as per goverment's scruplous data, which keeps changing as per the requirement. See the case of  guest and LT and Lecturer recruitment in our previous posts). Secondly, those already UTET or CTET qualified might not be in favor of new recruitment. And they comprise of the strong lobby !

Anyway, our Chief Minister, perhaps after the pressure from some lobby has come out with this declaration which could have been done way earlier. But goverment has also learned "not to hear till people gather in strong number and shout loudly enough for some time". Though this is a dangerous trend and a blow to democratic set up, especially when the weaker is not able to do that "shouting" properly and are thus never heard.

Further in the run up to election in the next year, we would be seeing various such declaration. Rest assured.
The number of posts are said to be 433 as per dainik Jagran news, And there is no timeframe given for the process to start.

Latest news and views on vishist BTC 2014- merit list and counseling

So finally after a long delay and making rounds in court the wait for merit list of vishist BTC for primary teacher recruitment 2014  is going to over soon. Though after lot of topsy-turvy judgements and clashes of interest especially of those favouring year wise selection and those favoring the selection on basis of  merit.
The last decision (till now; 27 sept 2014) of the Nainital High court favors the year wise selection. And the selection list of the special BTC is going to be out in day or two.
The deadline for the last chance for entry of BEd trainees into the primary school teacher cadre expires this month. After that to become primary teacher DElEd would be required.
Anyway wait for the merit list of vishist BTC in uttarakhand and visit again for any update on this topic

So with the new CM in our state and the coming election, we would be expecting flurry of vacancies in our state.
The notification for the VBTC 2014 is out.

Total number of posts: 980 +918 (recently added )

Minimum requirements:
Graduation plus Bed/DEd and CTET-I/UTET-I
Registration in the employment exchange
21-40 years of age

Selection procedure:
year wise and merit based on the formulae (given in the adv)

Last date; 22nd Feb 2013 (extended up to 3 March 2014)

Result and score card of UTET-I and UTET-II for 2013 and chances of Vishist BTC 2014

Well now the government has declared the UTET-2013 result and perhaps has moved forward to give one last chance to the B.Ed qualified candidates to become primary teacher in the election year.

To recall the situation, after March 2014 (this date was extended by NCTE) to become a primary teacher (1-5 class) one has to go through the BTC training course or DElEd.
Special BTC or Vishist BTC as the name suggest was a gateway through which B.Ed. degree holders could be selected for the primary teacher positions after going through a 6 months crash training course in DIETs.

As the B.Ed. degree holders and UTET-I qualified had been doing their bit to put pressure on the government; government tried to give little relief with this news of result. But they should not settle down till the appointments.

But what is more important is the notification of the vacancies of the primary teacher and that is in sufficient numbers and before the 10th February 2014 (as the dates of the Panchayat election in the state have been declared and by this date perhaps there would be election code of conduct in effect banning any kind of such notification).

The inefficient machinery may also make this matter go in the same way as most of the cases. As from our previous post you can see what happened to the VBTC 2011.

The issue may be stretched till or beyond lok Sahba election due in or around May 2014. But the vacancy notification must come before 31st March 2014.

Well to be frank no one cares for the youths but as the circumstance are not in favor of the present party (perhaps for the better of country and its peoples) and given the political changes in the country, a lot of electioneering is due  so they might have to act for their own sake.
Peoples are also waiting for the LT and lectures vacancies.
Some unconfirmed reports says that the proposals are already waiting but the will power and efficiency of the government is doubtful as always been. What is your opinion?

29th July 2013- with the change in rules for the VBTC appointment now the candidates are being called for to apply separately from their own districts (advertisements are appearing in various newspapers). They will be appointed and then they have to again go through the training in DIET.


21st June 2013- Friends you may be reading comments of our visitors and might be aware of the case history of VBTC 2013. In nutshell the High court case was resolved in favor of B.Ed peoples which prompted them to celebrate with sweets but that happy feeling was short-lived. Still they are fighting to get the appointment letters and regular postings. More disturbing news is that the government is planning to send them again for training! (They have already completed the compulsory training of 6 months). It seems every one in the administration is playing game with them. And few in power just want to delay the matter. Trainees of VBTC are now again started their agitation.  Today according to news they were manhandled when they wanted to sit near the house of Education minister.

One more thing you might not like to hear is newspaper report claims that government is planning to hire retired teachers to fill up the teachers post in government schools (perhaps LT/Lecturer or so the details are not out yet). So it may mean that new vacancies may not come as was being thought earlier. Clever government!

16th May, 2013- So friends VBTC matter is still to be resolved and the trainee VBTC candidates are now on roads to Sachiwalaya (Secretariat) or Nideshalya and doing those tactics which has become a norm. Their patience seems to be running short. For what? They demand regular job! Something wrong in this???

Teachers (the so called future makers of the country) are being manhandled through the police and put into jail. CM Bahuguna has no time to meet trainees and others in power are advising to have patience.
Poor guys!

Though, the matter as we have said earlier also has gone complex and kind of thorn in flesh for the government Even if they might wanted to clear it off, they might not be in position to do it easily in present situation within the context of High Courts rulings. But then who is responsible for this entire quagmire? Who has the responsibility to solve it properly?

As we have seen in past and other cases also when these bureaucrats and politicians want to do anything nothing can stop them. they can mould twist change or so anything or any rule if they want to for the benefit of few in high profiles or builders, corrupt officials or others.

Then why don’t they show bit urgency in solving this genuine matter?

Any way we haven’t any experienced legal expert with us, so we would call upon those among you to tell us what could be the legal options in this case which can be taken up by the BTC trainees or the government.

3rd August, 2012- respected visitors you might be following the comments in the various related articles to get updated on this issue. Summary is that the process has been again stalled. There is issue of double domicile, where peoples have applied for two or more districts. They have been given time to surrender their other domicile/domiciles and also submit affidavit ensuring the DIET that they have only single domicile.
Perhaps the government should have made it mandatory and legally binding right from the beginning that no candidate can apply for more than two districts.
However it is still a matter of debate whether those candidates should be included in the process or not? What you think?
There should be some strict action against those defaulters?

Unless and until the issue is resolved you might have to wait for further proceeding or perhaps wait for another issue to crop up.

As far as the increase in seats is concerned there are contradictory and disturbing reports.
The issue is being shuttled here and there with political drama.
One report said that the seats would increase in proportion to the population of the district!
Ah! Cunning political propaganda to delay the matter and may be more dangerously divide the peoples? May be some serious back door politics is going on.
Why they are talking of increase in seats of Vishist BTC for few districts only? It seems ridiculous. And the ‘population’ logic is just……

A simple rational mind and legal approach is to at least increase the seats in according to the justified vacancies that are there in the schools or those are expected in immediate future whether they are in Haridwar, Rudraprayag, Udhamsingh Nagar or anywhere else.
Isn’t it?

And if the politicians showing to be favoring someone or actually interested in your interest they should be asked to increase the overall posts according to the RTE ratio of 30:1.
Rest assured that any of the above steps, forget for the two steps combined, done at right time and without political game and vested interest of few, will increase substantial number of seats in each district. You would not need to fight separately for each district. But peoples seem divided for small interests, which gives the ways for such wrong politics.
16 August, 2012- friends some reports say that some DIET have not followed the reservation policy properly and that is delaying the process. Probably the amendment would benefit the reserved category candidates in waiting and some of the selected candidates who are at the lower end of the General category lists may be out of the list.
27th September, 2012- friends, as you may have been following the comments of some of our visitors under the various related posts; we are just summarizing the whole thing for you.
Schools have been allotted in various district (Pauri, Bageshwar, and Chamoli) to the VBTC selected candidates of the modified lists through lottery system. Nainital will complete the process on 28th September.
As from the high court there are still writs there regarding the reservation issue and double domicile issue (perhaps Almora issue is one of them) and some candidates who are now out of the list have joined the fray in the court.
30th October, 2012- friends so now the counseling for Haridwar, Dehradun and Tehri is also over.
There may be disappointing news for those who are waiting for any increase in the seats of VBTC as now there seems no chance for the same.
13th November, 2012- friends as we have earlier informed you in the previous posts that government has taken permission for primary teacher recruitment through VBTC till 2014. It is now officially confirmed. And the exercise is also said to be underway for creating new posts.
28th December, 2012- The court has doubted the selection process. And government is given time to amend it or move to higher court. Meanwhile the Uttarakhand Vidhayaleye Siksha Parishad has come out with new UTET-I and UTET-II 2013. Check below.
5th March, 2013- friends it really frustrating to see the situation of each and every recruitment process but we people send them to govern us, so bear it.
Anyway the news here doesn’t seem good for the VBTC candidates. In short the hearing in the High court is being extended due to load of cases. And some insiders say that the government’s counter file is also weak. So both are not good sign for those already placed and also got trained. Some candidates are also planning to go for dharna.
2nd April, 2013- friends you might be waiting to see something here. Sorry for the delay as many of our friends have asked about the matter through comments.
So Government has filed its own reply and now appellant has to reply (rejoinder) perhaps in 3-4 weeks.
BTC candidates have also come out in large numbers to do dharna and giving memorandums to government. Seeing the situation now government, whose the administrative capability and work style never seemed pro-people after one year of term, now said to have appointed the State Advocate General (in simple the advocate who represent the state of Uttarakhand) to look after the VBTC case. Ok. It might have been enough to ward off the gathering and processions of candidates in parade ground or other areas.
But given the laws and rules and the court’s way of functioning, does it really matter that who is handling the case? Point is perhaps the other advocate is also aware of those rule and regulations and how to present the case!
 Isn’t it? Or we may not be aware of the real working of court matters. But from common sense point of view, is it a big deal to change advocate in this case at this time?

But for now it just seems that government just tried to any how delay or buy time to drag the matter and defuse the tension for the time being, may be till the next year’s election?

Hope we are wrong in future and the matter is resolved this way once and for all.

19th July, 2012- Part of the previous article “Latest new …extension of two years for eligibility of the B.Ed. in the primary teacher recruitment. Now Uttarakhand also said to have taken this permission from NCTE as per the newspaper report.

And candidates are also demanding the increase in the seats of the special BTC or VBTC in this recruitment process.
Some DIETs have given public notice regarding the absent candidates from the counseling. In Dehradun DIET 11 candidates didn’t report for the counseling and for them 20th is the last date. Check the VBTC merit of Dehradun below.

Important- if you want to know about your chances of selection or waiting, please check your year of B.Ed. and category then find your total weightage (Gunank) according to the formulae given in the advertisement detail of the special BTC process after that looking into the summary of the lists below you can find out about your chances.
Best method would be to check it in the DIET offices of your District.
And remember both the selected and the waitlist candidates are being quickly called for the counseling so be ready with your whole documents. What is needed at the time of counseling at DIET can be generally known by checking the list of Almora District Institute Education Training (DIET) in the previous article related to this topic.

Selected Art OBC of Pauri: 19 candidates from 2006 (first candidate’s weightage is 61.15%) up to year 2009 (last candidate in the list with 57.62% of total weightage).

Till now based on the information of the visitors in the previous article related to VBTC merit list of Tehri Garhwal, Rudraprayag and Chamoli are out.
However the final merit will be prepared after the state counseling.

In Haridwar candidates backed by the local politician are sitting on dharna demanding increase in the seats. But aren’t they late in raising the voice?

And as one of the visitor said that one politician also writing letter to CM Bahuguna for increasing post in Haridwar! Can anyone ask him why he is not talking of increasing the overall post in all districts? Short term political gimmick!

LT candidates are also planning to put pressure on the state government for releasing the waiting list of LT recruitment exam 2010-11.
Perhaps some candidates of the LT waiting and lectures waiting would be there in the VBTC list of selected candidates for the training. Some regular BTC candidates have also applied in the process. So a better strategy would have been the release of those waiting lists (if at all they want to declare) either before or simultaneously so that candidates can decide on their relative positions and options available to them. This would have definitely vacated some post for the other needy candidates.

3rd May, 2012- Those waiting for the decision of the Nainital High Court regarding the UTET-1 or the VBTC might have some good news on Monday. The court will write the judgment on Monday.
Few things need mention here regarding debate in the court.
1- As all the candidates of the UTET-1 are residents of Uttarakhand, Court said candidate must have choice of filling the form from any district.

2- Court asked the government that the why not this notification be cancelled because it has not included the term BTC along with the B.Ed. in the minimum qualification.
But here government has said that there were no BTC candidates available at that time.

3- The court also seemed not happy with the regular BTC’s petition for delaying the process. Court also said that seats cannot be reserved for them and that any recruitment process cannot be put on hold till completion of any course by anybody. And also asked that why not they be fined for the some reasons.

4- Court also favored the merit wise over the year wise selection process.

These are some of the points that came up during the hearing of VBTC in the Court today and yesterday but please note that whole matter will be clear only after the written verdict comes on 7th May, 2012. It depends how the verdict is passed in the technical terms and its short term and long term implication. Further it has to be seen how the opposing parties react to the verdict and their course of action.
8th May, 2012- So today the court came out with the judgment and within a neutral view, we are still thinking whom to congratulate? You might have read the main theme of the verdict as commented below by the respected visitors. And it was almost expected provided that nothing goes wrong dramatically.
Here are some of the points you would like to know about today’s verdict regarding VBTC or UTET-1 or BTC:
1- Court has rejected the plea for the stay on the process of primary teachers’ recruitment in Uttarakhand through VBTC. The appeal was declared baseless by the court by citing examples.

2- There shall be no change in the recruitment process or the original notification. So it means it will be year wise, and district wise and later on state counseling as mentioned in the original advertisement.

3- Court has said nothing serious about the TET qualification of the regular BTC candidates. It means they are exempted from it.

4- Regular BTC candidate however will have the seats reserved (out of those 4500 seats) as you might know through our previous article. B.Ed and UTET-1 candidates will have those 2253 posts.

5- Court was not in mood to indulge in the nitty gritty of increase in the seats as court viewed it as matter of the state government or to be exact it is in the hands of Mr. Naithaniji.
24th May, 2012- Regular BTC has gone to the double bench with their previous contention and the B.Ed. and UTET-1 peoples now have counter filed a writ for making TET necessary for the BTC candidates for appointment as primary teachers. And 5th June is fixed as a date of hearing in this case.

Regarding another issue of NCTE, NCTE has said that it has given permission for inclusion of the candidates with more than 45% in graduation not less than that. And that relaxation is for one time only. And it would not be extended.
31st May, 2012- CM Bahuguna has suspended this recruitment process by giving casual reason and lollypop (perhaps till he wins election which is in fact a daunting task for him). Their contention is that the number of seats and the vacancies were not fulfilling the criteria of 30:1 ratio of student is to teacher as required under right to Education (RTE). But these are all political gimmicks and casualness on part of our decision makers which are not very difficult to understand.
There are many questions that can be raised regarding such irresponsible step.
First of all how come such mistake occurred and got unnoticed after several months even when the case has been in the court also?
The process could have moved alongside the correction or amendment if any required. Why to stop it altogether?
And see the announcements made by the Ministers!

However it is not that easy to fool the educated persons as you can see from the comments of the respected visitors given below. They may be helpless though.
7th June, 2012- This case as supposed to be looked into by the double bench on 5th June, came up today and  result is that the both the writs as filed by the regular BTC candidates and the B.Ed. plus TET candidates (please read above) have been quashed.
8th July, 2012- you may have been getting updated through the comments and discussion of our visitors so we are also bit late in posting the update here. Actually we were waiting for something serious and solid enough among the rhetoric reports coming in different newspapers (our some visitors had already posted the reports from different newspapers in the comments). One good thing we observed that a commenter even posted information gained through RTI. Such initiative is definitely encouraged here. And if anyone of you has such info then we can post it in the main section with your name. Use the “contact” page for this if you are interested.
In nutshell the process has been reinitiated the merit list of the VBTC candidates from the respective DIETs may come up in the days to come.

Latest news and views on Vishist BTC 2011-12 in Uttarakhand: Nainital High Court Decisions and other issues


As the previous article has gone bit longer, so we decided to put new information regarding the Vishist BTC (VBTC) or the process of recruitment of 2253 primary teachers in Uttarakhand in this article.

If you want to get informed about the whole matter please go through the previous UTET-1 related articles and then read the Part-1 of this post and the valuable comments of our visitors on Vishist or special BTC process in UK.

What the matter is all about- Let us recall that the candidates who have qualified
(around 15000) the Uttarakhand Teacher Eligibility Test (UTET-1) in or Central Teacher Eligibility test in 2011 were called in to apply for the “been forced to declare by the state government” posts of  just 2253 teacher in the government primary schools of Uttarakhand. Well the lazy and may be too clever government machinery played it smart and came out with the posts just in the last moments of the elections in the state (may be deliberately, to appease each faction with the clashing motives) enough to give the momentary relief to the unemployed youths. But then some candidates mostly who haven’t cleared the above UTET-1 or CTET and some regular BTC candidates due to their confusion or insecurity and some other peoples with their personal vendetta went to the court and the process was stalled.

As far as the latest information from the Nainital High Court is concerned the hearing is fixed for tomorrow i.e. 22nd Feb, 2012 under a new Judge.
So friends today’s (22nd Feb, 2012) update is that court has delayed the process for perhaps another two weeks.
Today’s (13th March) update says that the matter is further extended for another two weeks.
Well that was bit anticipated. Process may go on till the formation of new government.
If any information comes in between this we will put that here.
23rd March, 2012- Friends reports are there that Court has directed the Education Secretary and the Director to file their views on the 346 various writs that are related to VBTC and UTET. And perhaps 29th is the new date of hearing.
But some source has confirmed that the Judge hearing this case will be busy in some family affair so the date may be extended further.
Well not good news for those 15000 candidates. But what is surprising is the number of writs that are there.
28th March, 2012- 9th April might be the new date. But what is coming out from there is that some candidates based on the information gained through RTI from the education directorate, are planning to challenge the inclusion of the regular BTC candidates within this recruitment process without TET. They want that all post should be reserved for the TET passed candidates.
10th April, 2012- wait for another week and perhaps another week after that also. That is Indian system.
And highlighting the slackness or inaptitude or whatever it is of the Uttarakhand government, one newspaper reports that in the state of Assam, Manipur and Chattisgarh B.Ed. candidates are eligible for the basic school teaching up to 2014. These state had already taken permission regarding that before the expiry of provision (B.Ed. candidates are not eligible to become a primary school teacher)
on 31st December, 2011. Our government talks of writing it to NCTE but result is in front of you.
19th April, 2012- The proceeding has been adjourned till Tuesday, 24th April.
24th April, 2012- The proceeding has been adjourned till 2nd May, 2012. In spite of the promises or declaration made by Mr. Naithani, this adjournment came into effect due to the advocate representing the state Government.
2nd May, 2012- Today after a long wait the maximum part of the case was heard by the judge but the final hearing and the judgment may come up tomorrow. And some positive sign are there for the Vishist BTC or UTET-1 candidates. Perhaps tomorrow we will post some part of it.
One point that come to our notice through the comments posted below by the respected visitors that some candidates trying to go for the agitation. But are they agitating against the court? against the state Government? And will it be fruitful? Unless and until the matter is in court Government would not be doing anything or in fact cannot do anything reasonable. Just try to ensure that the matter is not get prolonged due to the state government or any small vested interests of very few peoples. What can be done at this moment is to get the matter out of court and then pressure the government (or to be more precise put pressure on Naithaniji who has hinted toward increasing the posts earlier also) for increasing the seats of the VBTC. However there is no harm in a previous meeting at certain place to have a proper strategy before taking any action.

January 10, 2012- High Court Nainital is closed for winter vacation and next hearing on this issue is on February, 21 
January 5, 2012- High Court Nainital has now fixed January 10 as new hearing date. According to our information the government counsel has been asked to produce affidavit regarding:
1- That BTC candidates will have their seats reserved for them in this recruitment process. So it is kind of surety for them. However as far as we can remember, there were total of around 4000+ seats to be filled with BTC plus Vishist BTC plus others. Out of them 2253 are for VBTC and rest for others including BTC. As we could observe from the comments below that peoples were divided in their opinion. But now things would get smoothened with the affidavit by the government. And if the process moves in this direction, it will be win-win situation for all.

2- That there will be no Vishist BTC recruitment after this recruitment. And this is known to all.
Court has also given some advisory to the government. If need be we would present them through the next article as this has already gone too long.
December 30, 2011- High Court has fixed 5th January, 2012 for further hearing on this issue. Bad thing about this is that now matter may be stretched further. But good thing about this issue is that because the process has been stayed by the court, so no need to fear regarding 1st January as the date of expiring of the Vishist BTC process.

And you can have your mark sheets of UTET-1 from the DIET of your domicile districts.
May be the Ramnagar Board has been short of money to send the score cards at your home address.
December 24, 2011- High Court Nainital has stayed the further proceedings in this process. But Issue seems more of stalling the recruitment process due to vested interests rather than serious one so hope to get through it.
Eligibility- graduation plus NCTE recognized B.Ed. / B.Ed. (special education) or D.Ed. (special education)
Candidates must have cleared Uttarakhand TET-1 or the Central Teacher Eligibility Test (CTET) for class 1-5.
Candidates will apply for his/her district of domicile only.

Age limit - 18 years to 40 years (as on 1st July, 2011).

5 years age relaxation for SC/ST/OBC
10 years of relaxation in age for physically handicapped persons.
There will also be age relaxation for the Ex-service men.
However age should not be more than 50 years in any case.

Domicile- must be registered (or renewed the registration) with the employment exchange of Uttarakhand before 25th of December, 2011.

How to apply-
Fill the application form in A-4 size paper as given in the format. And attach self attested necessary documents (mark sheets, domicile certificates, degree etc.) along with the mark sheet of the Uttarakhand TET-1. (You may have to download the provisional one from the site, link for which is there in previous articles).

Whatever documents and whatever candidate are claiming here in the application form and the declaration form will be full and final. And candidate cannot put forward any claim or eligibility criteria during the counseling. So be careful while filling the form and the documents you attach with the form.

Candidates have to execute a non-judicial stamp (INR 10) through Notary along with photograph to ascertain the authenticity of the documents produced and the claims he/she has made in the application and declaration forms.

Fees- no fees for physically handicapped, INR 500 for General and INR 250 for others through crossed nationalized bank draft in favor of respective   “principal, District Institutes of Education and Training (DIET)” for the district candidate have applied.

Last date and place to send the form- completely filled form must reach the respective “principals, DIET” of your domicile districts by 25th of December, 2011 through registered post/speed post

Counseling place, dates and procedure- it will be completed by 30th December, 2011 at respective DIETs under the guidance of DEO. And by 1st January, 2012 the selected candidates will be allotted the schools.

Note- merit of the candidates will be prepared according to:
1-Year of teacher training (B.Ed, D.Ed. etc.)
2-And the total marks according to the following formulae-

High school marks X 0.75

Intermediate marks X 1.5
10

Graduation marks X 2.25
10

Teacher training theory X 3
10

Teacher training practical X 1.5
10

UTET-1 or TET marks X 1

Important- In case of clash of eligibility of two candidates with same year of teacher training and equal marks, preference would be given to the older candidate.

There will be 50-50 ratio for the science and Non- science candidates against the vacancies in the respective DIETs.

In case DIET of particular district cannot fill the vacancies according to the above mentioned criteria them candidates of other district (state counseling)  will be selected for that district and he/she will then be appointed in the school of that district only irrespective of from where candidate have applied. And this process will be supervised by the SCERT Narendranaga, Tehri Garhwal and it will publish the amended list on 1st January, 2011.

There will be 25% waiting list.

There will be verification of documents at the DIETs. Candidate will have to produce the Identity proof at time of the verification of documents.
And there is provision of FIR being lodged, and ouster from the process in case of any forgery or false information.

Stipend and salary- INR 7500 will be given during the 6 month special training (that is why it is Vishist BTC) at DIET and on appointment in primary schools they will be eligible for full salary according to the government norms.

Note- candidates will be first appointed in the schools and then later on in the batch wise manner would be sent to the DIETs for the required BTC training.
