Is TET-II or UTET-2 necessary for LT grade teacher? A new rule regarding eligibility for the LT/Assistant teacher recruitment exam

Perhaps most of the informed visitors including us would have suggested you that- “no”
But please think again. Today’s news might have given everyone a headache. Now it is already 25th and even you cannot apply for CTET-II (an equivalent option for any TET-II).
Oh! Most of our friend might have reacted in the same manner. A quick recall at our previous article New LT grade teacher and Lecturer recruitment 2012-13 suggest that around 3000+ vacancies of LT teachers are to be fulfilled in Uttarakhand

A news in a leading Hindi Daily newspaper declared that the new LT recruitment will require candidates must qualify Teacher Eligibility Test TET-II (for 6 to 8).

This rule is being thought upon by the central government and will most probably be implemented for sure. The officials at the Education department have also confirmed getting a letter in this regard (as said by the newspaper). Now they have to further change the rules and regulations for the direct LT recruitment exam

Earlier there had been talk of change of the exam pattern but this new change might be a more disheartening for most of the aspirants of the government teacher jobs in Uttarakhand. Ultimately initiation of the LT recruitment process may be further delayed. Election of the Lok Sabha is due in 2014. Such events raise the great the hope of common man that politicians will try to woo the unemployed in our so called distorted form of “Democracy”.
As the whim and fancies of the bureaucrats and politicians have always upper hand in our kind of ‘Democracy’.

Anyway what are the options now for benefit of many educated trained candidates?

Believe me even when someone asked us whether he/she should apply for CTET/UTET we were always suggesting them to be on a safer side and apply for it. As far as this new news is concerned, it was going to happen someday (a fear was always in our mind) and it happened.

UTET-2013 date of exam is yet to be declared (please see the other article for this news of UTET-I, II 2013). Hope state government will further give chance to apply for the UTET-II-2013. They can also take one time relaxation from this rule. But now it all depends upon the pressure that is made by the influential groups and the thinking and judgment of the policy makers.
There is no denying of the fact that future of many youths would be at stake.

Appointments letters and postings of 166 wait list candidates of the LT exam 2010-11


As per the reports the waiting list of around 166 LT teachers from the successful candidates of Uttarakhand LT recruitment exam 2010 has been declared and their appointment letters were issued.
A quick recall of the process is that for around 1500 vacancies LT recruitment exam 2010 held. It was first of its kind as earlier LT recruitment were based on merit but this time exam and academic merit taken into account.
After that some candidates around 323 didn’t joined their duties. There were also campaign and announcements for LT waiting along with 25% increase in seats. (Check for exact details in the previous posts and comments).
Finally in November, 2012 waiting list came out with slight changes and devastating for one of our regular visitor. Perhaps that case is still in High court.
But now all others are appointed to their respective allotted schools. The process of allotting the schools was done through the randomize selection with the help of computer and in presence of officials.
They are given 15 days time to join from the date of issue.
Congratulations to all of them.
As we can remember this was one of those few cases we took up in this website in the early phases and were involved in its various details that were not available in the news or internet. Our commenters were also involved in the exchange of information on this topic.

Declared waiting list and appointment of the direct LT recruitment exam 2010-11

New- waiting list candidates will be getting appointments letters after the board exams are over so here is the new information regarding the joining of LT teachers.
LT exam-2010 waiting list and joining 2013

After a long wait of more than one year, the LT waiting for the LT recruitment exam 2010-11 which was held on 30th January 2011 and the result came out after verification on 23 August 201, has been declared. The list has been prepared on basis of the vacancies that could not be filled out of the total available post.
Perhaps this line will summarize the feeling for many candidates.
It is better to be late than never.

All selected candidates have to report for document verification on 16th of October, 2012 at the Polytechnic campus office of UBTER Pithowala, Dehradun.

Latest news on LT waiting list and LT recruitment process 2010-11 in Uttarakhand

New-LT exam-2010 waiting list and joining 2013

Update (2nd October 2012) – LT waiting list for the recruitment 2010-11 is out please click here to read the latest news
New update (7th May, 2012) – There are some unconfirmed the government is in no mood to extend any more the extra time period given to the candidates for joining and so  waiting list (for 200 + candidates) is being finalized. However there is no mention of 25% increase in the post as of yet.
New update (9th April, 2012) – There are some unconfirmed that again one month time is being given to the candidates who haven’t joined till now.
And perhaps the waiting list is available with the directorate but it is not public yet.

Well it is not understandable why government is hell bend to be lenient with those candidates when they had been given enough time to join and reports had even confirmed that their appointments are going to be cancelled (may be rightly so).
Update (2nd April, 2012) - LT waiting list (around 400+) has not been declared yet. Education Directorate office at Dehradun has sought the list from UBTER. Check again later for any new and detailed information.

Correction- as said earlier that Education Minister could have been Mr. Durgpal Singh but after lots of politics finally the Mr. Mantri Prasad Naithani has been appointed as the new Education Minister of our state. And he is vowing to keep everyone happy. Let’s see how he can do that.
However educated trained peoples are their subordinate or under the authority of ministers to assist and implement the plans and it all depend upon the intentions and the working style of the minister. Let us see if he can do justice with the post and the unemployed youths of the state.

Party politics that is going on in our state is not good for anyone. Common person has nothing to do with their internal agendas. But unfortunately that is affecting the common man.
Anyway news is that the deadline of the 2nd March 2012 for joining of the LT grade teachers appointed after the LT recruitment exam 2010 is over. And the still around 400 candidates haven’t joined. In Garhwal region 264 (129 direct recruitments) LT teachers out of 1158 didn’t join.
In Kumaun mandal more than 150 (100 direct recruitments) LT teachers out of 800 didn’t join.
So perhaps their appointment would be cancelled and new appointments will be done through the waiting list that will be provided by the Uttarakhand board of technical education Roorkee (UBTER).
Mr. C.S. Gwal has said that now after getting the Mandal-wise list of the candidates who didn’t join, Education Department has sought the District-wise list of the vacant post of the LT teachers.

Well that may be some good development. But there is no words regarding the increase in the number of post in the waiting list as was being said earlier.
Hope few of you would meet this new minister and put this point before it is too late.

Further UTET-1 candidates are now getting aggressive for the demand of Vishist BTC. Why not join them and get together. Consult them if they are willing to take you along and include your interest within their demands. Both of you can be mutually beneficial to each other.

We have not been hearing any news of the much awaited LT waiting list (see previous articles).
If we help you recall some of the facts here:
There was open declaration of 25% (around 300) increase in the post in this LT recruitment process during previous C.M. (Dr. Ramesh Pokhriyal Nishank) regime. The directorate of education, Dehradun had earlier prepared the whole Performa of those vacancies. But some informal news says that it is still to get passed by the government.

Mr. C.S. Gwal (Education director) had earlier himself said that after the joining of the lecturers and the LT grade teachers there is every chance of a waiting list.

Now the situation is:
That most of the lecturers and the LT grade teachers have been appointed.
Some of the Lecturers who were selected in the LT might have joined as lecturers.
This could have created some vacancies.

Some of the candidates of the provisional list of LT (oupbhandhik) appointment have been rejected on various grounds this could add further to the list of vacant seats.

So now expected increase of 300 seats + vacant seats by the lecturers + vacant seats of provisional appointments. (Please correct us if we are wrong)

So what they are waiting for?
Newspapers are also not looking into the matter properly. Even concerned educated teachers are also sitting quite and waiting. (We learned through small unnoticeable clipping in one newspaper that few members of certain group threatened to sit on dharna or so in the nideshalaya premises if their demand of waiting list is not met)
But except that news we could not hear something conclusive in newspapers.

Peoples at the directorate of education or siksha nideshalaya, Dehradun are tight lipped about this issue. Probably they might have been instructed to remain so. But this is indeed very important issue.
Elections are nearing and election code of conduct may come out in few days which would wash off everything from minds of public and the office bearers.

Have anyone asked about this matter from the siksha nideshalaya? Does anyone have any news regarding this issue?
Some candidates known to us is said to have send the memorandum to the designated offices and the concerned authorities through FAX regarding this issue. Let us see what they can achieve. You should also do such thing on your part for your own future.
Also remember to post your concern in newspapers.

Of late we are not hearing from and missing our valuable and well informed visitors (peoples like Deven, Manish and others) regarding LT issue.

So finally government has decided to officially declare the list of final appointment of the selected candidates in the LT recruitment exam-2010-11. Our heartiest congratulation to the genuinely appointed teachers.

We have been following this matter right from the beginning. So you can also check other previous post and their comments to know how it has come to this stage.
The whole process has been patchy and suspicious and is still the same.

This LT process was under investigation but now candidates are being issued appointment letters via registered post (as said by the education minister).
 What happened to that investigation?

 According to education minister of the state if you are the selected one then within 20 days of release of the letter you will have to take the charge so be careful for any postal delay. And appointment letters are being issued from the two divisional offices.

There are around 65 candidates who will be appointed after the scrutiny of their documents. Of the 1400 appointments around 1002 are new appointments.

Officials are also tight lipped about the number of vacant LT seats and number of LT teachers who are being appointed against those seats in Kumaon region.
If you tax you memory a little there were comparatively more seats in Kumaon region than in Garhwal region.
I wish someone use RTI regarding this.

And if you are the waitlisted one then you might be waiting till eternity unless you all get together and bang on their head at right time and in fact till next month or so is the right time or forget about it later. Even the appointments are being taken by candidates through continuously nagging them and it has become a trend now.
You all reading above might be teachers and hope you understand well what I want to say.
 Anyway at least someone is getting the job.

LT exam result, Final LT merit list, appointment of LT teachers in Uttarakhand Latest LT news in Uttarakhand

There are already many posts and useful comments in this website which are telling the whole story of the LT recruitment exam-2010-11 till date. If you are new to this website go and read previous articles and the comments to apprise yourself with many facts and the happening regarding the LT exam or final LT merit list.
Change of guard at the upper ministerial level has also affected the LT issue.
Earlier education minister of state was taking decision bit quickly as compared to the new minister of education.
Selected candidates of LT exam are now said to be sitting in dharna in front of education department at Dehradun demanding quick resolution of the issue and their appointment.

New CM Mr. B.C. Khanduri has already ordered the inquiry into the LT exam. So things are going to be delayed for sure. (Nothing new in this)
UBTER Roorkee which was earlier saying that they are crystal clear would now face the heat of inquiry. Lets see if truth comes out or not (which is rare possibility)
If you have read the earlier articles, you can figure out that there were obvious signs of mistake or nepotism in the result declaration process.
Education department’s role also should come under the purview of the inquiry.
One more thing came to us while we looked at the final merit list of LT as declared on 24th August, 2011.
If I am not wrong, the general cut-off in merit list should be higher than any category (say woman, SC or ST Etc.)
But if you deeply look into the merit of some subjects cut-off marks for general category are lower than other category (say woman category)!
Now the consequence would be the ouster of many woman candidates from this list but they were there in previous list (1st June).
You should confirm this from the final merit list which you can find in previous posts.
Please clear my doubts if I am wrong.
Some peoples are also had gone and are going to the court to settle things.
Some court cases are obviously genuine but some cases I would say are unnecessarily stalling the whole process. (Check comments of previous post)
Even court’s stance seems to be surprising sometime.
However court takes decision on basis of the evidences that are presented in support or against any issue.
Moreover if you are eagerly looking for waiting list of the LT result (as there was talk of 25% increase), there is no good news for those candidates.

Going by a newspaper report government seems to be backtracking on their previous saying. Report said that waiting list would include only those candidates who have given their complaints (pratyavedans). And only if your complaints are found genuine otherwise forget about it!
Somehow and by hook and crook they just want to keep their loved ones within the merit list?
And are you peoples getting the reply of those pratyavedans? Tell us what they said.

So we thought that this time it will be all final. But if you are following this blog or newspapers and if you have friends concerned with LT Recruitment in Uttarakhand 2010-11. You can easily feel that the new result is going to be dragged further or may languish in court because of the anomalies or the lack of sincerity with which it has been prepared.
There seems signs of nepotism and wrong doing in this result. Some are bizarre ones-
For examples-
 Someone having total marks 154 ( approx) has been left out of the final merit of LT as declared on 24th August, 2011 while the final cut-off marks was 150( approx)
Cases are there where persons having low total marks as compared to other who have high total are included in the merit list. 
And the two candidates are having same marks and one of them is in the final LT merit and other is left out!
How come this happened? What criteria they used for the exclusion of that candidate.
  I don’t know whether it was a technical mistake or THE usual case of rampant corruption and wrong doing in government sector for which respected ANAA HAJARE is trying his bit of effort.
Generally new LT merit of various subject has gone down for example in ‘science’ earlier it was around 155 ( approx. for general)  and now it is 153 ( approx). But some subjects it has been a drastic change. Take the case of Hindi earlier it was 171 now it is around 161. The gap of 10 marks!
English merit also has a gap of 9 marks.
There are other such cases too. Moreover unconfirmed reports say that the complaints and application (PRATYAVEDANS) that were submitted after the first LT result were not properly addressed. Then how these heavy changes have been made?
However as per my knowledge final LT merit of ‘Samanya’ subject has gone up by two points for general category.

Art subject candidates may still not be getting there appointment (in case this result is accepted) as someone has files a suit in Nainital High Court regarding the eligibility criteria. And Court has stayed the appointment for this category.

.Uttarakhand Board of Technical Education (UBTER) is shirking away the responsibility by saying that they have published the result after getting it approved by the Uttarakhand Government education department (siksha Nideshalaya).
Candidates may be complaining further to the education department.

New update (19th October) - after a long push and pull, final list of the selected candidates (which was supposed to be out by 16th of October) has said to be declared (as reported by one of the newspaper). However this list is not available in any of official website till now. It is also not  available in notice boards of siksha nideshalaya at Dehradun till yesterday. According to some newspaper reports which claimed that the eagerly waited final result or new modified result of the LT RECRUITMENT EXAM-2010-2011 has already been prepared and the result is available.

There is also talk of increasing the post. (Please read previous articles for that)

However there is still confusion regarding the appointment of those LT teachers. Because it is said that the due to as usual slow government procedures, there is still no clear cut data regarding the number of vacancies existing in the Garhwal and Kumaon divisions.

There are also some issues regarding the procedure of appointment of LT teacher in Uttarakhand.  As it is well known that no one wants to be posted in the remote interior areas of Uttarakhand. So which system of appointment (manual or computerized) to be followed is still to be decided. 

Perhaps they would like to avoid any ambiguity and maintain transparency in the matter of appointment

And out of those 1962 LT posts, 100 posts might still go vacant. 

 Some posts were exclusively reserved for those who fought for Uttarakhand formation (around 200 seats) and for recognized players (around 60 seats). Only half of such candidates have been found so other seats may remain vacant.

According to some newspaper reports government is planning to fill few more posts of L.T. teacher in Uttarakhand.
It is said that there will be 25% increase in the L.T. post in the current L.T. recruitment Uttarakhand 2010-2011.

These 25% seats would be filled through the waiting list perhaps after the appointment of those already in the merit list.

Candidates of Drawing and Painting will have to wait for the appointment.

I have also come across the news of appointment of some LT teachers who were selected in the Uttarakhand LT recruitment exam-2010-11. But this is not confirmed. If anyone out there is aware of this please confirm or tell us.

However good news from my point of view is that the new minister of education for the state of Uttarakhand, Mr. Khajandas seems to be taking decisions very quickly. Hope things will be good for the youth of state of Uttarakhand.

Further reports say that there would be various vacancies of teacher to be filled in the month of September after the UTET.

LT EXAM UTTARAKHAND 2010-2011- WAITING LIST, INCREASE IN THE LT POSTS, WHAT IS IN THE NEWS?

There is something good for the candidates of the Uttarakhand LT exam- 2010-2011.

As according to the newspaper reports Government is planning to increase or add 300 more posts to the present 1962 posts in Uttarakhand L T recruitment exam-2010-11.


So candidates who are nearby the final cut off merit list of LT exam -2010- 2011 in Uttarakhand are supposed to be benefited with this increase in the LT post. As these extra posts would be filled through the candidates of   waiting list of the LT recruitment exam-2010- 2011.


But the problem is that the waiting list  of the Lt Exam in Uttarakhand  had not been declared with the declared result of Uttarakhand LT recruitment -2010-11  on 1st of June 2011 And now Uttarakhand Board of Technical Education, Roorkee (UBTER)  has removed the whole thing fro m the site ( which you can check in previous articles).

This move was in fact point toward that whole process of the LT result declaration may not be going in transparent manner.

So everything perhaps seems to be happening just behind the doors


Further marks and roll numbers of the selected candidates should have been public domain for the matter to be fair and transparent but this didn’t happen.


There were other issues too which you might be aware of if you are following this Blog (see other related matter in other posts) or the news.


However these peoples ( see appeal to all LT candidates by Mukesh and others) had already given their memorandum through various channels to Honorable chief Minister of our state.


Hope you peoples might have done something from your side. A united approach may yield some more result.


However this increase in the LT posts in Uttarakhand still seems drop in ocean seeing the demand or the educated youth and the vacancies available in this sector.

some modification are expected in the final merit list of the selected candidates.

L.T. result Uttarakhand 2010-2011-SOME HARD FACTS

Well the result of the Uttarakhand LT recruitment 2010-11 is already out, but there are some issues which need to be resolved before it is accepted by the general public.
Peoples are raising question about the credibility of the result. But I feel it would be extremism to make such a sweeping statement without proper evidences.
They have declared the result in somewhat quick manner for the benefit of all and to keep the things transparent they also provided the carbon copy of the answer sheets to the candidates for all that the UBTER need to be praised.
But there are some points which I would like to put up before you all and hope you all will take proper notice of them.
Why the revised answer keys were not declared before the final result.
It has come to my notice that some candidates have still issues regarding the validity of some answers. E.g. in case of SAMANYA set A question no. 55 can have two correct answers. And some candidates were not allotted marks for this mistake which was committed by the board. The concerned person had already written a letter in this regard to the board but the answer was not changed and the concerned person might almost touching the cut-off merit even crossing the cut-off had he been allotted mark for that question.
So now the question is -will the board rectify such answers? And if it does whole merit can change.
Further there are candidates whose academic and the tests marks are wrongly indicated in the score card.
Some candidates said that the extra marks which were supposed to be added to their academic total were not added to the score card.
And my last question is – where, when and how can those wronged candidates present their case?
people, perhaps, would not like to see this matter also dragged to the court.
Hope the technical board or the government would do the needful for the unemployed educated youth.
