Result, merit and cut-offs of LT exam 2014-15

New: Dear candidates Uttarakhand Board of Technical Education had announced new dates for documents verification for the posts of LT starting from 5th May to 17th May 2016. Verification of documents will take place at "Sanyukt Pravesh Pariksha avam Prashikshan Anusandhan Vikas Prakosth, Upper Aamwala Dehradun".

Result of the LT recruitment exam-2014 is out with the cut-offs of different subjects.

Results as per the notice will be declared in three stages. In the first stage 1500 vacacies will be filled, Second stage - 1000 and remaining LT vacancies will be in the third stage.
In this first stage 799 for Garhwal Mandal and 704 in the Kumaun Mandal post result has been declared.

So you might be hearing news about the delaration of the result of the LT recruitment exam-2014 . But there may not be clarity in the data from various sources?

Well this generally happens in most of the cases. We are now accustomed to this phenomenon. Any recruitment process must cross few hurdles. Court case, dharna, and political involvement.
LT recruitment has never been the exception too.

So after the court cleard some of the mess of the LT process. Candidates are waiting for the LT result. Though sources at UBTER say that they are prepared with the result. Result will be declared as soon as the government give them the final nod.Perhaps by 30th of January 2016 (unconfirmed).
But the problem is that the number of seats are going to be reduced. And the result will be declared on much less number (may be 900+) of seats as compared to the number of original seats. Again here there is contradictory statements and news regarding this. Some subjects like Maths seats may become zero. (unconfirmed report).

New update (Jan 1, 2015)- Please check this for the latest UTET notification and information

Uttarakhand government is planning another Teacher Eligibility Test (TET) in the coming year 2015.
According to the unconfirmed reports from a newspaper the state government is going to conduct the UTET-2015 perhaps in the month of February 2015 and by the December 2014 the notification for the new Uttarakhand Teacher Eligibility Test (UTET) will come up.

Though the irony is that now when already two TET had been conducted in Uttarakhand and there is army of those who have qualified the UTET either in UTET-1 of 2011 or UTET-II in 2013.

After having few (as compared to the availability of the passed candidates) appointment in two VBTC there are still many more waiting for the new LT and Lecturer posts.

But perhaps now government seems in no mood for new appointment of teacher rather there is planning to appoint 8000+ teacher on contractual basis ( For details see our earlier post on this- Contractual teacher job in Government school ).

First of all sorry for not giving enough time to this but your comments motivate me to write something useful.
As I said in earlier post that the government is afflicted with the 'adhocism' simply 'kamchalao'  However something is better than nothing.
Latest show of this mentality is the news that Uttarakhand govt. is going to fill the vacant LT grade teacher vacancies and even the lecturer grade vacancies in various govt. Schools with ad hoc contractual teachers.
Total of these vacancies comes out to be more than 8500. Ah means this many vacancies can be filled. But earlier they were saying that the vacant posts data is overstated! How then this much? Perhaps this include the future shortage too.
In short when permanent jobs are to be given then vacancies, rules and money are all not enough but when contractual posts are to be filled suddenly the vacancy data overshoot? Got, what I said?
Under pressure from the BEd trained peoples (who have pestered them always to the limit of making them insensitive), lack of fund (and/or misuse of fund) and impending retirement of many teachers in the coming years, govt has rather found a short cut to mitigate many sections. One arrow and many targets at a time. Wow.
Though not a bad idea, looking at the pathetic conditions of govt run schools, and army of BEd trained unemployed teachers.
But let me tell you the catch here, though the contractual posts of teacher are supposed to be for the period permanent posts are not filled, the fact is they may then do not think of recruiting permanent ones once it sets in the system. As you all know notification for  around 1200 post of lecturer in the inter colleges of Uttarakhand yet to come and LT recruitment exam date is not decided yet (Unofficial internal report says  that the UBTER  is not willing to conduct this exam). It may hang on for more time if contractual teacher system gets going.
So from the point of view of  those waiting for LT and lecturer, its going to be a 'Lollypop'.
Hope this assertion is wrong and nothing of that sort happen. But the chances are high. And we are sure that this process will also be marred by controversies.
As per the reports of various newspaper,  the process of recruitment of the contractual teachers in the GIC or Junior High Schools will be governed and regulated by a committee of six members headed by the respective DMs of each district.
The total salary/emolument will not exceed 10000 per month. Payment will be on period basis.

Finally the Uttarakhand LT recruitment 2014 has been initiated through the Uttarakhand Board of Technical Education Roorkee (UBTER). 60% will be direct recruitment.
Though the process may be marred by controversy for its change in rules of the recruitment process, even then this is good news for the thousands of trained unemployed of Uttarakhand.

Post- TGT or Assistant Teacher LT grade (Pay band 9600-4800-34800)

Minimum requirements:
Graduation plus teacher training course like B.Ed/LT diploma/integrated B.Ed etc.
Registration in the employment exchange of Uttarakhand by 31st March 2014
UTET-II/CTET-II must have been passed by all subject candidates except
1-BPEd candidates will be recruited according to old rules
2-And Art and home science teacher recruitment will depend upon the rules set by NCTE

Age: 21-40 years (as on 1st January 2014)

Recruitment Process: for direct recruitment there will be an objective type written test of 200 marks with 25% negative marking
100 marks for Teaching aptitude, reasoning and GK
100 marks for subject knowledge

Fees: no fees has to be paid

Total posts are divided into two regions- Kumaun and Garhwal

Last date: 31st March 2014

CTET February 2014: important information and new method to fill the form of CTET 2014

Central Board of Secondary Education (CBSE) Delhi is gong to conduct
CTET for 16th February 2014 as a minimum requirement for teachers of class 1-V (CTET paper-1) and VI to VIII (CTET paper-2)
Submission of Online application: 11.10.2013 to 31.10.2013
Last date for receipt of Confirmation Page in CBSE: 07.11.2013 (15th November for far flung areas)
Take the print out after filling the form online and then send it to CBSE office along with the challan form if fee paid through challan.

Fees: can be paid through syndicate bank challan, post office transfer or through Debit/credit card
500/- for paper-I or paper-II and 800/- for both papers (for general category)
250/- for paper-I or paper-II and 400/- for both papers (for others category)

Note- you need to have your photo and signature scanned and uploaded in the computer before you begin the filling of the form.

New method and process or facility to fill up the CTET form:
If you have any problem filling the form or don’t know how to use the internet or computer then You can visit the designated facilitation centers and fill the online form there without paying any fees.

So you may have seen some ad and news related to RMSA or SSA in the newspapers and we could see peoples flocking to the earlier posts or articles that have description of the previous advertisements and news on Rashtriya Madhyamik Siksha Abhhiyan (RMSA) and Sarva Siksha Abhiyan (SSA) on our website www.uttarabuzz.com.

But as far as appointments in the both the schemes are concerned there is nothing so far!
Having said that one caution is that - like in the earlier instance the vacancies of the RMSA were being filled from back door without proper advertisements in the newspapers, so that can happen this time also. So you will have to be aware of this.

Newspapers have said that vacancies are likely to be filled in this month of August.
But so far we could see only the ads or tenders (which most of the peoples wrongly took as the ad for placements in the RMSA or SSA) for the outsourcing agencies (the firm which is going to fill the vacancies in those schemes of the central government for the improvement of the standard of the education).

However to be on a safer side you can check with your District Education Office (DEO).
DEO (Madhyamik) will be looking after the case of RMSA and DEO (Basic) will be the authority for the SSA.
These vacancies or the temporary jobs of teachers, Lab technicians, CRC, BRC etc. in the state government schools will perhaps appear separately and district wise.

Perhaps most of the informed visitors including us would have suggested you that- “no”
But please think again. Today’s news might have given everyone a headache. Now it is already 25th and even you cannot apply for CTET-II (an equivalent option for any TET-II).
Oh! Most of our friend might have reacted in the same manner. A quick recall at our previous article New LT grade teacher and Lecturer recruitment 2012-13 suggest that around 3000+ vacancies of LT teachers are to be fulfilled in Uttarakhand

A news in a leading Hindi Daily newspaper declared that the new LT recruitment will require candidates must qualify Teacher Eligibility Test TET-II (for 6 to 8).

This rule is being thought upon by the central government and will most probably be implemented for sure. The officials at the Education department have also confirmed getting a letter in this regard (as said by the newspaper). Now they have to further change the rules and regulations for the direct LT recruitment exam

Earlier there had been talk of change of the exam pattern but this new change might be a more disheartening for most of the aspirants of the government teacher jobs in Uttarakhand. Ultimately initiation of the LT recruitment process may be further delayed. Election of the Lok Sabha is due in 2014. Such events raise the great the hope of common man that politicians will try to woo the unemployed in our so called distorted form of “Democracy”.
As the whim and fancies of the bureaucrats and politicians have always upper hand in our kind of ‘Democracy’.

Anyway what are the options now for benefit of many educated trained candidates?

Believe me even when someone asked us whether he/she should apply for CTET/UTET we were always suggesting them to be on a safer side and apply for it. As far as this new news is concerned, it was going to happen someday (a fear was always in our mind) and it happened.

UTET-2013 date of exam is yet to be declared (please see the other article for this news of UTET-I, II 2013). Hope state government will further give chance to apply for the UTET-II-2013. They can also take one time relaxation from this rule. But now it all depends upon the pressure that is made by the influential groups and the thinking and judgment of the policy makers.
There is no denying of the fact that future of many youths would be at stake.

Appointments letters and postings of 166 wait list candidates of the LT exam 2010-11


As per the reports the waiting list of around 166 LT teachers from the successful candidates of Uttarakhand LT recruitment exam 2010 has been declared and their appointment letters were issued.
A quick recall of the process is that for around 1500 vacancies LT recruitment exam 2010 held. It was first of its kind as earlier LT recruitment were based on merit but this time exam and academic merit taken into account.
After that some candidates around 323 didn’t joined their duties. There were also campaign and announcements for LT waiting along with 25% increase in seats. (Check for exact details in the previous posts and comments).
Finally in November, 2012 waiting list came out with slight changes and devastating for one of our regular visitor. Perhaps that case is still in High court.
But now all others are appointed to their respective allotted schools. The process of allotting the schools was done through the randomize selection with the help of computer and in presence of officials.
They are given 15 days time to join from the date of issue.
Congratulations to all of them.

New- waiting list candidates will be getting appointments letters after the board exams are over so here is the new information regarding the joining of LT teachers.

After a long wait of more than one year, the LT waiting for the LT recruitment exam 2010-11 which was held on 30th January 2011 and the result came out after verification on 23 August 201, has been declared. The list has been prepared on basis of the vacancies that could not be filled out of the total available post.
Perhaps this line will summarize the feeling for many candidates.
It is better to be late than never.

All selected candidates have to report for document verification on 16th of October, 2012 at the Polytechnic campus office of UBTER Pithowala, Dehradun.

Friends, it might be good news for many and bad for few (those looking for waiting list) but the reports in various newspapers on different dates says that Uttarakhand state government is planning to fill up the vacant post of Licensed Teacher (LT) of High Schools and the Lectures in the inter colleges of the state
There would be 1500+ lectures and around 3000 LT posts (including backlog posts) to be filled by the fresh recruitment. (This data is however not official).

The issue of LT recruitment waiting of the previous recruitment after reaching at peak now seems to be dying down slowly, as if unconfirmed reports from the inner circle are to be believed.

Further those in power circle are not interested in the “waiting list”. They rather are in favor of the new recruitment. (Read from the link below and the comments given in the old article for latest update on this topic).

One point that will really make difference in the process is the report in one newspaper; this new recruitment of LT in Uttarakhand will be totally based on the merit of written marks in the exam and will not take into account the academic merit of the candidates.
Remember earlier it was based on both the academic merit and the written exam. So candidates with high academic merit got the benefit even when they could not score well in the written test conducted by UBTER. And the question papers of all subjects in the LT exam 2010-11 were also not scoring enough so the merit of all the subjects hovered around lower side. This further put those in advantage who had good academic merit and were fresh and up to date with the subject knowledge.
However this is just a report which is not confirmed yet by officially. So come again for any update later.

One point that we would like to mention here is that; have you notice the irony in the recruitment process of both lectures and the LT.

One is conducted by UBTER which set papers of the subjects so difficult that candidates were even saying that it was of level of PCS paper.
Do you think that a teacher who has to teach 6-8th or even 10th class is required to have that much deep knowledge of the subject (obviously, though it is not bad). Isn’t he better with average subject knowledge and more general knowledge? I mean isn’t he better to be a jack of all trades.

Now take the case of the lecture recruitment 2009, the paper was set by the UKPCS, a body of repute, the question paper tested a second grade, general knowledge of the candidate (forgive us if it is harsh).
No test for subject knowledge. Now you decide yourself. The person who is going to teach class 10th to 12th shouldn’t have deep subject knowledge than simple general knowledge? Must not he be a master of his subject than anything else? Though knowledge of other areas will be an added advantage)

Here point is; there is no denying of the fact that a teacher should be multifaceted personality with wide knowledge in any situation whether lecturer or LT. But when you juxtapose the two recruitment process it seems that the process of recruitment should have been interchanged!
And the prospective Lecturer must be examined for his subject knowledge (test of general knowledge may be added) and LT teacher must be tested for a wide general knowledge (test of basic knowledge of subject may be added).

Well the problem is that both tests were conducted by different organizations so it may a far cry. But we hope you peoples will take note of this and do something from your end to make this dichotomy known to the concerned persons.
