Dear candidates Uttarakhand Government had released a list of selected candidates for 1200 vacancies of primary teachers. Selected candidates should report to the office of District Education Officer (Jila Shiksha Adhikari Karyalaya) on 29 and 30 March 2016 at 10 a.m. for couselling.

Note:- Districts had already been alloted to the candidate and is mentioned alongwith the list of selected candidates. So they have to visit to the respected Jila Shiksha Adhikari Karyalaya

Uttarakhand government is recruiting primary teachers and Urdu teachers -2016

Eligibility- graduation plus NCTE recognized B.Ed. / B.Ed. (special education) or D.Ed. (special education)
Candidates must have cleared Uttarakhand TET-1 or the Central Teacher Eligibility Test (CTET) for class 1-5.
Registration in employment exchange of Uttarakhand

Age limit - 21 years to 42 years (as on 1st July, 2015).

5 years age relaxation for SC/ST/OBC
10 years of relaxation in age for physically handicapped persons.
5 years age relaxation on the age for the dependents of freedom fighter.
However age should not be more than 50 years in any case.

How to apply-
Fill the application form in A-4 size paper as given in the format. And attach self attested necessary documents (mark sheets, domicile certificates, degree etc.) along with the mark sheet of the Uttarakhand TET-1. 

Whatever documents and whatever candidate are claiming here in the application form and the declaration form will be full and final. And candidate cannot put forward any claim or eligibility criteria during the counselling. So be careful while filling the form and the documents you attach with the form.

Fees- no fees for physically handicapped, INR 500 for General/OBC and INR 250 for others through crossed nationalized bank draft in favour of respective   “Aper Nideshak, SCERT,Uttarakhand, Dehradun”

Last date and place to send the form- completely filled form must reach the State Council of Educational Research and Training (SCERT) Uttarakhand, Rajiv Gandhi Navodaya Vidyalaya campus Nanurkhera, Dehradun by 5th of March, 2016 through registered post/speed post

Counseling place, dates and procedure- it will be completed by 30th December, 2011 at respective DIETs under the guidance of DEO. And by 1st January, 2012 the selected candidates will be allotted the schools.

Note- merit of the candidates will be prepared according to:
1-Year of teacher training (B.Ed, D.Ed. etc.)
2-And the total marks according to the following formulae-

High school marks X 0.75
10

Intermediate marks X 1.5
10

Graduation marks X 2.25
10

Teacher training theory X 3
10

Teacher training practical X 1.5
10

UTET-1 or TET marks X 1
10

Important- In case of clash of eligibility of two candidates with same year of teacher training and equal marks, preference would be given to the older candidate.

There will be 50-50 ratio for the science and Non- science candidates against the vacancies in the respective DIETs.

In case DIET of particular district cannot fill the vacancies according to the above mentioned criteria them candidates of other district (state counseling)  will be selected for that district and he/she will then be appointed in the school of that district only irrespective of from where candidate have applied. And this process will be supervised by the SCERT Narendranaga, Tehri Garhwal and it will publish the amended list on 1st January, 2011.

There will be 25% waiting list.

There will be verification of documents at the DIETs. Candidate will have to produce the Identity proof at time of the verification of documents.
And there is provision of FIR being lodged, and ouster from the process in case of any forgery or false information.

Note- candidates will be first sent to the DIETs for 6 months training the required BTC training and then will be appointed in a school.

Recruitment of primary teacher through VBTC in Uttarakhand 2016

New- Check the details of notification for VBTC- 2016

One good news for the unemployed BEd and TET passed candidate is there. After declaring the VBTC waiting list 2014-15, government most probably will come out with the notification of the fresh recruitment  of primary teachers through the Vishist BTC in the coming days and perhaps before 31 March 2016. As after that it will not be valid due to the NCTE new regulations.  Some retirements and the backlogs will make up the total post upto or nearby 1100.
So those who have missed the earlier recruitment through VBTC in 2014 by small margins will have good chances.
However, due to state counseling there no fixed year as cut-off for the VBTC process for the different districts.  And you can see the cut-offs of VBTC of  different subjects in the previous posts in this website.

There is news that waitng list of the primary teacher recruitment in the government primary schools of uttarakhand through Vishist BTC  will be declared soon.
Just to recall you that these posts are those added to the 2794 primary teacher recruitment process of 2014-15. (check the previous posts for more details)

You might be knowing that after after 31 march 2016 there will be no recruitment of primary teachers through VBTC mode. You can see the details of this in our previous posts.

Though government could have gone for one more recruitment process in the meantime but they are never in hurry in such matter of importance. Perhaps no one pressurised them to do so.

Most of the pressurising lobby might be thinking that "posts kaha h" (which may be partly correct as per goverment's scruplous data, which keeps changing as per the requirement. See the case of  guest and LT and Lecturer recruitment in our previous posts). Secondly, those already UTET or CTET qualified might not be in favor of new recruitment. And they comprise of the strong lobby !

Anyway, our Chief Minister, perhaps after the pressure from some lobby has come out with this declaration which could have been done way earlier. But goverment has also learned "not to hear till people gather in strong number and shout loudly enough for some time". Though this is a dangerous trend and a blow to democratic set up, especially when the weaker is not able to do that "shouting" properly and are thus never heard.

Further in the run up to election in the next year, we would be seeing various such declaration. Rest assured.
The number of posts are said to be 433 as per dainik Jagran news, And there is no timeframe given for the process to start.

Army public school recruitment 2015

Golden opportunity to become a part of Army public school

            There are 135 Army Public Schools (APS) located in various cantonments and military stations across India. These schools are administered and managed by local Army authorities and affiliated to C.B.S.E through Army Welfare Education Society (AWES).

UTET-2014-15


New update (Jan 1, 2015)- Please check this for the latest UTET notification and information

Uttarakhand government is planning another Teacher Eligibility Test (TET) in the coming year 2015.
According to the unconfirmed reports from a newspaper the state government is going to conduct the UTET-2015 perhaps in the month of February 2015 and by the December 2014 the notification for the new Uttarakhand Teacher Eligibility Test (UTET) will come up.

Though the irony is that now when already two TET had been conducted in Uttarakhand and there is army of those who have qualified the UTET either in UTET-1 of 2011 or UTET-II in 2013.

After having few (as compared to the availability of the passed candidates) appointment in two VBTC there are still many more waiting for the new LT and Lecturer posts.

But perhaps now government seems in no mood for new appointment of teacher rather there is planning to appoint 8000+ teacher on contractual basis ( For details see our earlier post on this- Contractual teacher job in Government school ).

Latest news and views on vishist BTC 2014- merit list and counseling

So finally after a long delay and making rounds in court the wait for merit list of vishist BTC for primary teacher recruitment 2014  is going to over soon. Though after lot of topsy-turvy judgements and clashes of interest especially of those favouring year wise selection and those favoring the selection on basis of  merit.
The last decision (till now; 27 sept 2014) of the Nainital High court favors the year wise selection. And the selection list of the special BTC is going to be out in day or two.
The deadline for the last chance for entry of BEd trainees into the primary school teacher cadre expires this month. After that to become primary teacher DElEd would be required.
Anyway wait for the merit list of vishist BTC in uttarakhand and visit again for any update on this topic

The entrance exam for the admission to Diploma in Elementary Education (DElEd) course 2014 is being conducted on 10th July 2014 at 36 centers across the state of Uttarakhand.

Time of exam- 10 am to 12:30 pm

if you cannot get your admit card from the above link then visit the nodal centers of the first exam center (as filled in your application form) with your ID and the copy of OMR application form to get the Roll number and exam center.
List of nodal centers are available in Amar Ujala dated 6th July 2014.

Then visit the exam center as given by them along with you ID and copy of OMR application form to the allotted exam center to get the duplicate admit card.

CTET February 2014: important information and new method to fill the form of CTET 2014

Central Board of Secondary Education (CBSE) Delhi is gong to conduct
CTET for 16th February 2014 as a minimum requirement for teachers of class 1-V (CTET paper-1) and VI to VIII (CTET paper-2)
Submission of Online application: 11.10.2013 to 31.10.2013
Last date for receipt of Confirmation Page in CBSE: 07.11.2013 (15th November for far flung areas)
Take the print out after filling the form online and then send it to CBSE office along with the challan form if fee paid through challan.

Fees: can be paid through syndicate bank challan, post office transfer or through Debit/credit card
500/- for paper-I or paper-II and 800/- for both papers (for general category)
250/- for paper-I or paper-II and 400/- for both papers (for others category)

Note- you need to have your photo and signature scanned and uploaded in the computer before you begin the filling of the form.

New method and process or facility to fill up the CTET form:
If you have any problem filling the form or don’t know how to use the internet or computer then You can visit the designated facilitation centers and fill the online form there without paying any fees.

So you may have seen some ad and news related to RMSA or SSA in the newspapers and we could see peoples flocking to the earlier posts or articles that have description of the previous advertisements and news on Rashtriya Madhyamik Siksha Abhhiyan (RMSA) and Sarva Siksha Abhiyan (SSA) on our website www.uttarabuzz.com.

But as far as appointments in the both the schemes are concerned there is nothing so far!
Having said that one caution is that - like in the earlier instance the vacancies of the RMSA were being filled from back door without proper advertisements in the newspapers, so that can happen this time also. So you will have to be aware of this.

Newspapers have said that vacancies are likely to be filled in this month of August.
But so far we could see only the ads or tenders (which most of the peoples wrongly took as the ad for placements in the RMSA or SSA) for the outsourcing agencies (the firm which is going to fill the vacancies in those schemes of the central government for the improvement of the standard of the education).

However to be on a safer side you can check with your District Education Office (DEO).
DEO (Madhyamik) will be looking after the case of RMSA and DEO (Basic) will be the authority for the SSA.
These vacancies or the temporary jobs of teachers, Lab technicians, CRC, BRC etc. in the state government schools will perhaps appear separately and district wise.

29th July 2013- with the change in rules for the VBTC appointment now the candidates are being called for to apply separately from their own districts (advertisements are appearing in various newspapers). They will be appointed and then they have to again go through the training in DIET.



21st June 2013- Friends you may be reading comments of our visitors and might be aware of the case history of VBTC 2013. In nutshell the High court case was resolved in favor of B.Ed peoples which prompted them to celebrate with sweets but that happy feeling was short-lived. Still they are fighting to get the appointment letters and regular postings. More disturbing news is that the government is planning to send them again for training! (They have already completed the compulsory training of 6 months). It seems every one in the administration is playing game with them. And few in power just want to delay the matter. Trainees of VBTC are now again started their agitation.  Today according to news they were manhandled when they wanted to sit near the house of Education minister.

One more thing you might not like to hear is newspaper report claims that government is planning to hire retired teachers to fill up the teachers post in government schools (perhaps LT/Lecturer or so the details are not out yet). So it may mean that new vacancies may not come as was being thought earlier. Clever government!

16th May, 2013- So friends VBTC matter is still to be resolved and the trainee VBTC candidates are now on roads to Sachiwalaya (Secretariat) or Nideshalya and doing those tactics which has become a norm. Their patience seems to be running short. For what? They demand regular job! Something wrong in this???

Teachers (the so called future makers of the country) are being manhandled through the police and put into jail. CM Bahuguna has no time to meet trainees and others in power are advising to have patience.
Poor guys!

Though, the matter as we have said earlier also has gone complex and kind of thorn in flesh for the government Even if they might wanted to clear it off, they might not be in position to do it easily in present situation within the context of High Courts rulings. But then who is responsible for this entire quagmire? Who has the responsibility to solve it properly?

As we have seen in past and other cases also when these bureaucrats and politicians want to do anything nothing can stop them. they can mould twist change or so anything or any rule if they want to for the benefit of few in high profiles or builders, corrupt officials or others.

Then why don’t they show bit urgency in solving this genuine matter?

Any way we haven’t any experienced legal expert with us, so we would call upon those among you to tell us what could be the legal options in this case which can be taken up by the BTC trainees or the government.

So the present central government is going to amend something with long range impact. Present central government and unfortunately the present state government’s decision, leadership and style of functioning are mostly awkward, irresponsible, and opportunistic. And myopic, short term goals with divide and rule kind of any policy that has the potential to go from worse to worst
The above declaration may seem harsh but if you had been tapping news and views of thinkers and if for you the beloved country is more important than any political party or person then you would definitely understand. We are failing and being humiliated in any front whether it is international or national but even then we cannot do anything. Phew!
Apart from the above frustration, news is that according to Ministry of Human Resource and Development (MHRD), Union government future plan, if you are plane graduate and can qualify Teacher Eligibility Test (TET) whether UTET/CTET/TET then you will be eligible to become a teacher for up to 8th Class. Until now you have to go through the teacher training (Bed/ BlEd/ BTC/JBT etc.) program to become a school teacher. Mind you this is just a proposal till now.
As per the report some 13 states including Uttarakhand are reeling under the shortage of teachers. Further the shortage is compounded by the number of pass outs of the CTET or TET. The qualifying percentages are too low.

One of the reasons that bring up this new is the compulsion of Right To Education (RTE) which among other things envisages minimum number of teacher requirement.

I still don’t know how to react to this news. On one side it is good news for aspiring perhaps talented graduates and on other side lots of those who are already graduates and post graduates with teacher training (already spend money and precious time) and TET pass outs.
Take case of Uttarakhand. Here around 15000+ are eligible candidates with UTET and still looking for govt. teacher jobs. And while official record points to lot of vacant post of teachers in the government schools. 2253 primary teachers post are sill to be filled through Vishist BTC. Today’s news says that yesterday they resorted to procession and might do other such things for appointment.
Needless to say that there should be proper thinking rather than take to benefit by playing with the aspiration of all and then giving nothing to anyone. Some of our policy makers are expert in this game and other are going smarter day by day.

Though, official details are yet to come. Lack of proper planning and mismanagement might just add to the confusion.

Why you should apply for CTET?
It is necessary criteria to become a teacher for the above mentioned classes. And it can be a substitute for any state government Teacher Eligibility Test (TET) including UTET.
